Org. Setting and ReportingThis position is located in the ECLAC Brasilia Office. The Economic Affairs Officer reports to the Chief of Office. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. ResponsibilitiesUnder the direct supervision of the Chief of the Brasilia Office, the incumbent is responsible for the following duties: Economic or sector analysis โ€ข Develops databases and qualitative information necessary for specified recurrent or ad hoc assignments related to economics of sustainable development. โ€ข Interprets, applies and, as necessary, adapts statistical, econometric and/or quantitative models or methods to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions. โ€ข Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economics of sustainable development. โ€ข Identifies and analyses policy proposals made elsewhere relating to assigned topics. โ€ข Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions. โ€ข Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues. โ€ข Prepares speeches and other inputs for presentations by senior staff. Intergovernmental support โ€ข Prepares inputs for reports to intergovernmental bodies. โ€ข Follows intergovernmental meetings and prepares summary reports. โ€ข Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings. โ€ข Assists in the organization of panels, round tables etc. on development issues for intergovernmental processes. Technical cooperation โ€ข Participates in missions on sustainable development issues, usually as a member of a team. โ€ข Organizes training seminars, workshops and events for national experts. โ€ข Prepares documentation for technical cooperation programmes and projects. โ€ข Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. โ€ข Monitors, backstops and assesses the implementation of technical cooperation programmes and projects. General โ€ข Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unitโ€™s services. โ€ข Undertakes on-the-job and other training activities, both internally and externally. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. EducationAdvanced university degree (Master's degree or equivalent) in economics or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSuccessful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required. Experience in Economic Development, Macroeconomics, Industrial and Technological Policies and/or Sustainable Development is desirable. Experience conducting studies on issues related with socially and/or environmentally sustainable economic development in Brazil is desirable. Experience designing, implementing, supervising and /or monitoring technical cooperation projects with governments in the Latin-American and Caribbean region is desirable. Experience using econometric or quantitative models to analyze environmentally sustainable economic development policies is desirable. Two (2) years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Spanish and Portuguese are desirable.
