OPCS Context

The Operations Policy and Country Services (OPCS) of the World Bank plays a pivotal role in achieving the World Bank Groupโ€™s (WBG) mission. OPCS is at the center of the โ€˜operations complexโ€™ and plays a critical role in supporting the Bankโ€™s leadership on all issues related to Bank operations. OPCS develops and oversees operational policies and procedures for country engagement products, lending operations, advisory services and analytical support, financial management, procurement, environmental and social safeguards, as well as development outcome risk and results reporting. It also serves as a link between the operational units and the Board of Directors. OPCS provides advice and support to Bank management and staff as well as hands-on assistance to help teams apply the Bankโ€™s policies, processes, and risk management tools for our country clients.
Working in OPCS helps World Bank professionals gain broad exposure to strategic operations issues and develop a deeper understanding of the business of the Bank. OPCSโ€™s 160 staff are organized in four departments:

โ€ข Operations Policy (OPSPO) consolidates the corporate support and oversight of country strategies and all financing and advisory instruments and manages the Operations Help Desk.
โ€ข Operations Standards, Procurement and Financial Management (OPSPF) is responsible for procurement, financial management, UN agencies and antiโ€corruption policies and support to operations.
โ€ข Operations Standards, Environment and Social (OPSES) is responsible for Environmental and Social Standards and Safeguard Policies, including support to operations, learning and training, knowledge management, reporting, interface with the Inspection Panel, and management of the Grievance Redress Service (GRS).
โ€ข Operations Strategy, Risk, Results and Learning (OPSRL) focuses on overall Bank strategy; risk management in operations; corporateโ€level results reporting; strengthening results and effectiveness throughout the institution; and operational learning. The OPSRL department is comprised of two units, each led by a manager: i) Strategy, Results & Risk (OPSSR), where this job is located; and (ii) Learning and Engagement (OPSLE).

The OPSSR team mandate is to strengthen results measurement and reporting, as well as Bankโ€™s strategy and risk assessments across portfolios. This assignment is linked to OPSSRโ€™s work program on results which encompasses four interlinked areas: (i) support to OPSVP and the MDs to report on results spearheaded by Practice Groups and Regions, including the development and implementation of the new Corporate Scorecard that will serve as a tool for monitoring the renewed Bankโ€™s vision, the yearly Board updates on the Corporate Scorecards, Quarterly Updates to the Board, and stewardship of the IDA Results Measurement System and policy commitments; (ii) it coordinates the overall engagement with the Independent Evaluation Group (IEG), including by crafting corporate responses to major evaluations and reporting annually on the Management Action Record (MAR); (iii) it works with task teams and other units in OPCS and across GPs and Regions to support operations through relevant advice and strengthen skills, guidance, and tools to enhance Monitoring and Evaluation (M&E); and (iv) it spearheads Bankโ€™s efforts towards greater outcome orientation, including external coordination with other Multilateral Development Banks (MDBs).

OPSSR is looking for a dynamic professional with strong writing and communications skills combined with knowledge on development operations and a passion for narrative storytelling based on research and analytics. OPSRS is strengthening its efforts on developing compelling results stories which complement the data from corporate results frameworks like the new Scorecard, showcasing Bank results through an outcome lens. This position will play a pivotal role in supporting these efforts. This includes working closely colleagues across various GPs and Regions of the Bank on Results Briefs, supporting the efforts to communicate and engage stakeholders in the rollout of the new Scorecard, and support other key OPSSR workstreams including IDA results and Small States.ย 

Roles and Responsibilities

Primary areas of responsibility will be determined based on the evolving needs of the team, but s/he will play a key role in the teamโ€™s main deliverables and is expected to contribute across all areas of work with a focus on results stories, as needed.

Results Stories
โ€ข Support coordination of the Results Briefs (RB) platform โ€“ this includes organizing the bi-monthly RB focal points meetings, working with the OPSSR data team and focal points from the Regions and Practice Groups to identify potential stories, develop story pipelines, prepare calls for briefs, coordinate submissions, update templates and guidance as needed, support writing and review of stories, and day-to-day coordination with focal points on the many queries and details related to the stories.ย 
โ€ข Prepare inputs based on published RBs for the World Bank Annual Report, Quarterly Operations Updates, IDA visibility materials, ppts for Board and other engagements and talking points for management, and the SynOPCiS newsletter.ย ย 
โ€ข Draft social media, feature story, blogs, podcast scripts etc. and other promotional pieces
โ€ข Support the development of materials including publications, briefs and talking points, factsheets, and presentations for key events and meetings (e.g. IDA meetings, Scorecard updates, World Bank Annual and Spring meetings, Small States Forum etc.).ย  ย 
โ€ข Coordinate closely with OPCS external relations counterparts on results stories and other visibility materials as needed.
โ€ข Other strategic writing and editing tasks.ย 

WBG Corporate Scorecard
โ€ข Support implementation of the visibility strategy, working closely with the Scorecard data team and ECR. This includes providing input on design of the transitional and new websites, content development for both sites, working with vendors to develop multimedia materials like videos, podcasts, and virtual reality products, writing scripts and a range of other materials like blogs, Q&A, press releases and kiosk announcements, developing power point presentations for high level meetings on the Scorecard
โ€ข Support development of the Results Narratives analytical notes.ย ย 

Other Tasks
โ€ข Support IDA and the Small States teams as needed including in the preparation of papers, ppts, events and materials for IDA replenishment discussions and Small States engagements.ย 
โ€ข Provide writing, analytical and visualization support for other activities, presentations, and assigned tasks, including drafting of briefs, talking points, comments on materials like the IBRD Impact Report, and supporting learning/training on the Results Briefs.

โ€ข Masterโ€™s degree in relevant field (i.e., public administration, public policy, management, economics, journalism, or related field), with two to five-years of relevant professional experience.
โ€ข Strong writing and editing skills and ability to synthesize technical information and jargon into succinct and easy to understand formats and create compelling messages.ย 
โ€ข Proven experience and expertise with developing products based on mining complex data sets, and knowledge of results reporting frameworks. Experience with results frameworks for development institutions a plus.
โ€ข Strong visualization skills (solid experience with PowerPoint, InDesign and Excel) and experience with online communications.
โ€ข Attention to detail and ability to ensure consistent high-quality deliverables.
