Org. Setting and ReportingThis position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Director of Mission Support (DMS) will be responsible for the overall management and coordination of all logistical, administrative, and operational support functions necessary to enable the effective implementation of the missionโ€™s mandate. The DMS reports directly to the Head of Mission (HoM). The position is based in Port-au-Prince, which has been designated by the United Nations Secretariat as a non-family duty station. Accordingly, UNSOH personnel assigned to Port-au-Prince are not authorized to relocate family members to this duty station. ResponsibilitiesWithin delegated authority, the Director of Mission Support (DMS) is responsible for the following functions: โ€ข Serves as the principal adviser to the Head of Mission (HoM) on all matters related to logistical, administrative, financial, contractual, technical, and operational support. โ€ข Supports the implementation of UNSOHโ€™s mandate by ensuring the efficient delivery of managerial, logistical, and administrative services. This includes direct support to the Gang Suppression Force (GSF) in key operational areas such as logistics, transportation, air operations, procurement, budgeting, finance, human resources management, and communications. โ€ข Provides technical assistance to the Organization of American States (OAS) and oversees medical evacuation for the Haitian National Police (HNP) and the Haitian Armed Forces on an exceptional basis during joint operations with the GSF. โ€ข Delivers the full range of mission support services to the United Nations Integrated Office in Haiti (BINUH). โ€ข Manages and is accountable to the HoM for the effective administration of human, financial, and physical resources allocated to UNSOH. Exercises Delegations of Authority and ensures compliance with UN regulations, rules, policies, and procedures. โ€ข Participates as a member of the Mission Senior Management Team in the planning process throughout UNSOHโ€™s lifecycle, with a focus on support functions, contributing to integrated and consistent mandate implementation. โ€ข Maintains proactive and consistent communication with UN Headquarters, the UN Country Team (UNCT), the Operations Management Team (OMT), and other coordination bodies to address shared priorities and ensure operational alignment. โ€ข Liaises, negotiates, and coordinates with Haitian national authorities on administrative and logistical matters, ensuring effective cooperation and adherence to host country agreements. โ€ข Collaborates actively with the GSF, HNP, Haitian Armed Forces, BINUH, and OAS to ensure coordinated and cohesive support aligned with operational requirements. โ€ข Ensures optimal allocation of the missionโ€™s budget, personnel, and assets to support mandate implementation across all components. Oversees reprioritization of resources in line with evolving needs and results-based budgeting principles. โ€ข Drives the implementation of digital solutions aligned with UN 2.0 principles, fosters a culture of continuous improvement, innovation and operational efficiency to enhance service delivery across all functions, promotes positive legacy approaches and progressive capacity transfer to Haitian institutions; โ€ข Initiates, coordinates, and monitors the mission support work plan and overall strategies for support activities. Leads efforts to secure necessary human and financial resources for UNSOH. โ€ข Develops and implements a service optimization programme to enhance the quality and efficiency of service delivery. โ€ข Establishes strategic performance indicators to generate data and analysis for review by legislative bodies. โ€ข Establishes and enforces robust policies, procedures, standards, and tools for budget, accounting, procurement, financial, asset, and human resources management. Certifies expenditures and promotes cost-efficiency and proactive resource stewardship. โ€ข Provides guidance, support, and supervision to senior support staff, including audit and evaluation functions. Promotes teamwork and communication across the Mission Support Division and other mission pillars. โ€ข Engages in management performance duties, including staff development, training, feedback and performance evaluation. โ€ข Represents UNSOH before legislative bodies, providing information and clarification in support of budget proposals. Participates in meetings, protocol events, and official functions as required. โ€ข Performs other duties as assigned by the HoM or the Department of Operational Support (DOS), including briefings to visiting senior officials on mission support activities. Experience supporting complex and multidimensional field operations in conflict and post conflict environments is required. Experience in supporting field operations with police, military or security forces is required. A minimum of five (5) years of experience and demonstrated performance in managing cross functional support teams is required.
