FUNCTION: The Director of Finance and Administration is accountable for providing strategic and analytical leadership across Finance, Administration, Procurement, and Logistics functions within the country program. This role is critical in developing a cohesive financial monitoring framework, upgrading tools and practices to meet the demands of a competitive donor landscape, and ensuring robust compliance with both internal policies and donor requirements. The Director leads the adoption of best practices in grant compliance, financial management, and systems development, thereby strengthening stakeholder confidence in Heifer Bangladeshโ€™s operational integrity. The position also oversees internal controls related to financial reporting and compliance, including assessments and reviews that span both pre and post-award activities. In addition, the role ensures effective oversight of administrative operations, procurement processes, logistics, and asset management- promoting efficiency, cost-effectiveness, and organizational accountability. Lead cost proposal development, ensuring alignment with donor expectations and project objectives.Provide program support as shared leadership, ensuring financial integration across program design and implementation.Coordinate with Programs during pre-award budget development, review, and negotiations.Provide leadership on post-award financial management to ensure compliance with donor agreements.Monitor projects burn rates and ensure timely, accurate donor reporting and dashboards.Coordinate project budgeting, forecasting, and efficient cash flow management with HQ and country teams.Monitor donor compliance with timelines and address related financial or contractual inquiries.Advise Program teams on key financial aspects of projects to strengthen decision-making and accountability.Ensure regulatory and organizational compliance of financial activities are in place within the country program offices and support global consolidation of financial statements (30%) Ensure regulatory and organizational compliance of all financial activities by implementing and upholding Heiferโ€™s financial policies and procedures across the country program.Continuously assess the adequacy and effectiveness of internal financial systems, controls, and reporting to maintain transparency and accountability.Coordinate and/or conduct internal audits and reviews to reduce fraud risk and enhance assurance mechanisms.As part of the Senior Management Team (SMT), support the Country Director in strategic planning and decision-making for financial growth and compliance.Oversee external audits, incorporating recommendations into both short-term action plans and long-term system improvements.Collaborate with headquarters during monthly and annual financial closings to ensure accurate, consolidated reporting at the global level.Lead the implementation and institutionalization of Heiferโ€™s Enterprise Resource Planning (ERP) system, promoting consistency and best practices across functions.Manage all aspects of the external audit process, including communication, scheduling, data submission, and follow-up actions.Ensure administrative, logistical, and procurement activities are effectively managed within the country program office, in line with organizational policies and global standards (25%) Supervise administrative operations, procurement, logistics and fleet management to ensure smooth and efficient functioning. Ensure full compliance with Heifer and donor-specific procurement and operational policies and procedures.Promote operational efficiency, cost-effectiveness, and risk mitigation across support functions.Implement office systems and protocols that promote security, safety, sustainability, and business continuity.Supervise managers responsible for overseeing asset management, vendor contracts, lease agreements, and service-level arrangements.Provide strategic direction and oversight to ensure alignment of support services with programmatic goals. May perform other job-related duties as assigned (5%)QUALIFICATIONS AND SKILLS: Bachelorโ€™s degree in Accounting, Management Accounting, Business Administration, or related field, plus ten (10) years of related experience and two (2) years in a supervisory role or Masterโ€™s degree in Accounting, Management Accounting, Business Administration or related field, plus eight (8) years of related experience and two (2) years in a supervisory role.Experience in a donor-funded international development environment with compliance requirements of the U.S. government and institutional funders for international development, such as USAID, EU, IFAD, DFID, mega-foundations and others.Project management experience, with project management certification a plus.Knowledge of the NGO business sector, including compliance requirements of the government; knowledge of institutional funders for international development is a plus. Knowledge of operating in a multi-currency environment.Ability to navigate financial and non-financial data gathering and analytics; technically adept with ability to quickly learn and maximize usage of technology and software; effective user of Microsoft Office Suite with intermediate skill in MS Excel.Effective communicator and influencer with the ability to clearly convey complex financial issues in a clear format for non-finance professions across various levels of the organization, motivating continuous and collaborative improvement.Proficient in the local countryโ€™s generally accepted accounting principles, fiscal statutes and payroll management statutes.Experience with accounting systems and systems conversions.
