Position Purpose

The Director, DER has the overall responsibility for the BSTDBโ€™s external relations and communications activities with significant interaction with the ฮŸffice of the President and Division Heads and the BSTDBโ€™s front office departments.

The Director, DER leads strategic planning in the area of external relations, including setting targets, and oversees the delivery of services provided by the Department. Additionally, the Director, DER advises the Senior Management on external relations issues.

Key Functions and Responsibilities

Under the supervision of the Secretary General, the Director of the External Relations and Communications Department (DER) is responsible for the comprehensive management of the department, encompassing both the organization and oversight of its operations and the supervision, guidance, and coaching of its team members.

Drafts relevant policies, business plans, and budgets, ensuring they align with organizational objectives. Develops and implements strategies for external corporate relations and communications to support business promotion. Collaborates with Senior Management to coordinate and organize official engagements, including visits, and maintains relationships with civil society, international organizations, and corporate contacts across member countries. Promotes BSTDB membership, Observer Status, and participation in international business associations while drafting and contributing to official statements for the President and Senior Officials at key events. Provides protocol advice to Senior Management and manages official correspondence with external counterparts. Promotes the image of the BSTDB by developing and executing promotional programs, especially in international events and publications. Manages and disseminates information to promote BSTDB's activities effectively, including developing corporate publications such as the Annual Report, brochures, and presentations, and formulating key promotional messages for external audiences. Oversees website, social media accounts, and executes strategies to maximize BSTDBโ€™s visibility on various platforms. Additionally, the role supervises the Information Unit to ensure timely and high-quality information sharing, while also managing external information requests and distributing promotional materials. Coordinates media relations to effectively promote the Bank's image and visibility, including developing and maintaining relationships with international and local media in member countries, overseeing the Bankโ€™s digital and social media presence to ensure alignment with communication strategies, and utilizing digital platforms for stakeholder engagement. It also involves preparing BSTDB press releases and media information, organizing press conferences, interviews, and media events, as well as guiding the development of media contacts. Coordinates the organization of BSTDB corporate business promotional events. Keeps abreast of the latest trends in international PR and promotion industry and initiate utilization of new promotional techniques and tools. Performs all responsibilities related to the management and supervision of staff, including the setting of work plans, training and performance evaluation. Provides mentoring and coaching to ensure learning and development of DER staff.

Required Knowledge, Skills and Experience

Masterโ€™s degree or equivalent in Public Relations, International Relations, Political Science or Marketing, or a Master of Business Administration (MBA), from reputable universities. At least 15 years of relevant working experience in public relations, and/or in the marketing department of an organization or a public entity with multilateral exposure, with at least 7 years of experience in managerial positions with proven ability to lead, manage, and supervise a diverse and high performing team. Full professional proficiency in developing and managing marketing strategies and campaigns in all digital and social platforms. Solid understanding of social media analytics and digital marketing strategies. In-depth knowledge of international financial architecture. Strong public speaking skills for representing the institution at events and in the media. Ability to convey complex information clearly and persuasively. Significant people management skills, including workforce and resource planning. Knowledge of a language of the BSTDB member countries.

Desirable Knowledge, Skills and Experience

PhD in a relevant area will be considered a plus. Demonstrated coaching, mentoring & leadership skills. Demonstrated ability to manage conflicts and build consensus within teams. Experience in managing relationships with internal and external stakeholders. Experience in investor relations. Experience in the region of the BSTDBโ€™s operations. Experience in an international development financial institution.

Minimum Qualification Requirements

For a candidate to participate in the competitive selection for this position, s/he must meet at least the following minimum requirements:

Education: Masterโ€™s degree or equivalent in Public Relations, International Relations, Political Science or Marketing, or a Master of Business Administration (MBA). Experience: At least 10 years of relevant working experience.
