The Multilateral Investment Guarantee Agency (MIGA) is a member of the World Bank Group (WBG). MIGAโs mandate is to promote cross-border investment in developing countries by providing non- commercial risk guarantees to investors and lenders.ย Established at the start of FY25, WBG Guarantee Platform, housed at MIGA, brings together products and experts from the World Bank, International Finance Corporation (IFC), and MIGA for simplicity, efficiency, and speed. It aims to boost WBG annual guarantee issuance to $20 billion by 2030.ย The WBG Guarantees Platform serves as a one-stop-shop for all WBG guarantee business, providing the best guarantee solutions for clients to meet project needs and development priorities. The platform provides three types of coverages: credit guarantees for loans to the public or private sector; trade finance guarantees for trade finance projects involving public entities; and political risk insurance against non-commercial risks for private sector projects or public-private partnerships.ย MIGA is recruiting the Director & General Counsel (GC) to lead the Legal, Claims, and Integrity Group (MIGLIC). Reporting to MIGA's Executive Vice-President (EVP), MIGA's General Counsel is: the Agency's chief legal officer; the Director responsible for the management and operation of MIGLIC; and is a member of MIGA's Senior Management Team.ย The GC has responsibility for interpreting MIGA's Convention, By-Laws, Operational Policies, and all other legal documentation. In addition, the GC supports the EVP in his/her relationship with the Council of Governors and the Board of Directors and oversees membership activities, host country approval requests, drafting and negotiating Contracts of Guarantee, dispute and claims administration and mediation. The GC also advises on all institutional matters relating to the Agency, including representing MIGA in legal or arbitration proceedings, advising on intellectual property matters and opining on the Agency's policy and procedure framework. He/she interprets existing policies and proposes modifications as needs dictate; and more generally, supports Agency-wide initiatives such as the development of new products and coverages.
The GC will also have a dotted reporting line to the Vice President and General Counsel of the World Bank Group (WBG) and will collaborate closely with General Counsels of the World Bank and International Finance Corporation on World Bank Group-wide issues.ย The ideal candidate will have deep technical experience in project finance and/or political risk insurance arena as well as strong people, relationship, and resource management skills. Strong knowledge of international public law is a plus.ย DUTIES & ACCOUNTABILITIES:ย Technical Expertise:ย โข As a key member of MIGA's senior management team, work closely with the other management team members to implement theย strategy of the WBG Guarantee Platform.โข Contribute to the Concept Review Committee and Project Review Committee along with other members of the senior management to review and approve new projects/policies.โข Manage the legal teamโs delivery of transactional, portfolio, policy, and legal advice to internal and external clients in relation to the MIGA, IFC, and WB guarantees.โข Manage all disputes, restructurings, pre-claim and claim matters that may arise with a view to maintaining the development outcomes of projects.โข Manage the integrity team and the provision of advice to business teams on core aspects of IDD and AML/CFT risks as they impact the Guarantee Platformโs clients, partners, transactions, and new products/initiatives.โข Provide crisis management and legal advice related to significant integrity matters, including potential or actual litigation, or involving complex legal issues.ย

Resource Management:

Relationship Management:
โข Lead or maintains and further strengthens the relationship with key stakeholders and partners within and outside the World Bank Group.ย โข Lead complex cross-cutting engagements to further the Agencyโs agenda.
Selection Criteria
A Law degree (JD, LLB, SJD or equivalent) and admission to the Bar (or equivalent) in at least one jurisdiction and at least 15 years of relevant experience. Law firm or private sector corporate or multilateral bank experience would be considered a plus.Relevant experience in the areas of project finance, investment protection, political risk insurance, complex commercial transactions and insurance and guarantees. Experience in claims management and/or troubled loan workouts strongly preferred.Familiarity with the principles of economic development, investment analysis and insurance portfolio management.Experience and track record of applying international law to economic development projects in international financial institutions a particular advantage.Experience operating in emerging markets strongly preferred.Demonstrated ability to conceptualize, structure and implement projects and contribute to closing transactions.Strong track record of providing intellectual leadership, strategic planning skills and management of large and diverse groups.Ability and demonstrated track record of team leadership, creating an enabling work environment, coaching/mentoring, delivering high quality work within deadlines and budget.Excellent written and oral communication skills, including the ability to convey ideas and positions clearly. Ability to demonstrate candor, clarity of thought and expression, openness, and thoughtfulness.Excellent partnering and stakeholder relationship management skills. The successful candidate needs to successfully navigate the organization, build strong relationships, manage conflicts, and work collaboratively with internal and external clients.Sensitivity to operate successfully in multi-cultural and highly diverse environments.
