Organizational Setting and Reporting Relationship
The position of Director is assigned to the Results Management and Aid Effectiveness Division (SPRA) within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to the Director General, SPD and will oversee Assigned International and Local Staff.
Your Role
As Director, you will provide strategic direction on ADB's corporate results management, promote development impact of ADB's operations, and provide high-level support to Management. You will work with other SPD divisions and departments and offices to develop transformative ideas and translate them into concrete actions to increase ADB's development impact; lead the development innovation and operationalization of results-based systems; and coordinate high-level bank-wide initiatives aligned with corporate priorities.
You will:
- Develop and implement ADB's results-based policies (Corporate Results Framework) and related business processes and guidelines to support monitoring and reporting of ADB's performance, with linkages to country and sector results frameworks, and project design and monitoring frameworks to track ADB's development effectiveness.
- Initiate innovative approaches in monitoring ADB's performance in achieving corporate goals and change management projects through the Development Effectiveness Review (DEfR). Advise on institutional performance trends, risks, and opportunities for improvement.
- Co-lead with ERDI, ADB's development impact agenda, in particular, through strengthening the focus on outcomes and results-based approaches across ADB through training, guidance, and technical support to operations and support departments and DMCs.
- Lead the development and integration of transformative impact indicators and measurement approaches for results management systems.
- Coordinate preparation of Management responses on IED evaluations and participate in the Development Effectiveness Committee meetings.
- Collaborate with multilateral development banks (MDBs), bilateral agencies, and other partners (MOPAN, SIDA) to harmonize results frameworks and methodologies.
- Contribute as members of working groups and represent SPD management.
- Lead work planning of the division's work program and oversee daily operations of SPRA in compliance with administrative orders and guidelines.
- Create and lead diverse teams and ensure quality of their work. Manage the performance of teams and individuals by providing clear direction and regular monitoring and feedback.
- Provide mentoring to team and individuals and ensure their ongoing learning and development.
Qualifications
You will need:
- Master's degree in Economics, Public or Business Administration, Management, or relevant fields; or University degree and at least 10 years specialized experience relevant to the position can be considered.
- At least 15 years of combined relevant professional experience in strategy and policy development, results management and development effectiveness.
- Experience designing and implementing corporate results frameworks and performance monitoring systems.
- Understanding of multilateral development institutions, development finance, and results-based management principles.
- International development experience working in several countries.
- Diverse skills and ability to partner with staff and Management.
- Broad-based exposure to operational policies and experience as project team leader.
- Written and verbal proficiency in English

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staff's Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staff's NRD. There is no limit on the number of renewals up to Staff's NRD. However, this appointment is not convertible to a regular appointment.
