This project ASEAN Green Investment Catalyst (AGIC), funded through the ASEAN-UK Green Transition Fund, and will focus on supporting the implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP), by boosting institutional capacity and project offerings of investment promotion agencies regionally and nationally to attract investment in green transition sectors. This project ASEAN Green Investment Catalyst (AGIC) will focus on supporting the implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP), by boosting institutional capacity and project offerings of investment promotion agencies regionally and nationally to attract investment in green transition sectors. The ASEAN Green Investment Catalyst (AGIC) programme is funded by the UK Mission to ASEAN under the ASEAN-UK GTF. This TOR is for a consultant to provide technical advisory services to the InvestASEAN website and AI investor mapping tool. The contractor will set up and manage cloud infrastructure, integrate required AI services, deploy the web platform with WordPress and plugins, and deliver technical documentation and a handover guide for ESCAP and AGIC teams. Under the overall guidance and supervision of the Economic Affairs Officer, Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division, the responsibilities are: - Implement targeted technical upgrades to the InvestASEAN website, including content structure additional tabs and functions. - Develop and deploy a dedicated ASEAN Investment Forum (AIF) page on the InvestASEAN website, including an archive structure for past editions of AIF. - Conduct up to a 3-hour training in person or online to ASEAN Secretariat and ESCAP team on how to use the website. - Design and integrate an investor signals and news feature within the AI investor mapping tool, including tagging, filtering and admin management functions. - Add an additional sector to the AI investor tool for smart grid manufacturing - Conduct one 1 ½ day training for ASEAN IPAs on how to utilize the upgraded tool, either in person or online. - Configure and maintain required backend components of the InvestASEAN website (WordPress environment, plugins, database and integrations) to ensure stable and secure deployment. - Provide technical documentation, handover guidance for the website and tool - Coordinate closely with ESCAP and the ASEAN Secretariat, in particular with the Services and Investment Division (SID) throughout implementation. Qualifications/special skills- A university degree in computer science, software engineering, information technology, AI, or a related field or a minimum of 5 additional years of relevant professional experience in lieu of a degree. - Minimum 5 years of experience in web and software development, system integration, UX/UI design, or related fields. - Minimum 2 years of experience in AI development, data science, or machine learning, preferably for business or web applications. - Experience in coordinating software development tasks, including wireframing, usability, accessibility, quality assurance, and system architecture. - Experience in project management and technical documentation, with the ability to define scope, manage timelines, and deliver clear documentation. - Experience as a UN consultant or contractor, delivering software-related outputs.
