Background
The United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BIH) is fully committed to supporting the country's digital transformation, as outlined in its Country Programme Document for Bosnia and Herzegovina (2021-2025). Specifically, UNDP aims to strengthen transparent and efficient policy and financial management, incorporating digital capabilities that lead to accelerated development, enhanced accountability, and people-centered public services.
In alignment with this mission, the purpose of this position is to support the Good Governance Sector within UNDP BIH in assisting institutional counterparts across all government levels in the country in achieving the following goals:
Creating an Enabling Legal and Policy Environment: Develop and implement frameworks that foster and accelerate digital transformation within the public sector.Establishing Effective E-Government and E-Services: Build efficient, people-centered e-government services that improve the quality of life for citizens and facilitate a more streamlined, user-friendly business environment.Promoting Knowledge-Sharing and Networking: Facilitate collaboration and the exchange of ideas and digital expertise among public sector stakeholders to drive innovation and strengthen digital capacities.These efforts will contribute to the modernization of public services, ensuring that the government can better serve its citizens while promoting sustainable economic and social development.
Duties and Responsibilities
Provision of strategic guidance, expert advice and technical support that contributes to enabling policy, strategic and institutional environment for digital transformation and e-government system:
Support the Good Governance Sector programme efforts related to identification and inclusive design of relevant policy / institutional / strategic / regulatory frameworks in the area of e-government, keeping a โwhole-of-governmentโ perspective.Provide expert policy advice,ย abreast with relevant global and European Union e-government trends, practices and experiences to Good Governance Sector.Provide expert advice and assist projects within the Sector in conceptualizing, launching and overseeing activities that support digitalization in the public sector, particularly service delivery.Develop policy concepts, approaches and methodologies, as well as other relevant substantive documents to support the UNDPโs successful policy efforts.Actively engage with institutional partners and other relevant stakeholders in the area of e-government and public administration reform to ensure coordination and coherence, transfer and anchoring of good practices towards digital transformation in the public sector.Monitors and assesses the effectiveness of the e-government policy efforts of the UNDP.Contributes to the overall programmatic planning, monitoring, reporting from viewpoint of policy and governance processes.Leading on advancement of institutional capabilities for digital governance:
Guide the design and offers oversight in the delivery of capacity development to partner institutions.Support and guide the process of advancement of the competency framework in the public service from viewpoint of minimum digital skills and innovation skills.Conceptualise and lead the delivery of training programmes and learning events within projects implemented under the Good Governance Sector.Promotes and supports innovation in the public sector.Ensure information-sharing and replicability of learning products in the wider UNDP programme, as relevant.Manage the Digital Transformation in Public Sector in BIH project team:
Ensure sound Project management of and take full responsibility for the implementation of the Project, as per the Project documents and the UNDP rules and regulations;Provide direction and guidance to the Project Team;Manage financial allocations and approve expenditures according to authority delegated and ensure timely payments in accordance with UNDP rules and regulations;ย Secure proper and efficient use of the Project budget, as per the Project document and work plan;Manage financial allocations and approve expenditures according to authority delegated and ensure timely payments in accordance with UNDP rules and regulations;Prepares a detailed Project work plan, manage the procurement and the budget to assure timely and quality delivery of Project assignments in accordance with UNDP rules and procedures;ย Monitor Project implementation and activities versus set targets and indicators;ย Ensure high quality information and visibility of the Project activities to the mass media and stakeholders.Effective knowledge management and gender equality:ย
Ensures that gender equality and inclusion are mainstreamed within the policy and capacity development efforts of the Sector.Lead on the codification and sharing of knowledge products developed within the Sector with the wider UNDP team for future use and reference.Lead on exchange of ideas and replication of approaches within UNDP โ particularly in the Good Governance Sector, as well as serves as a knowledge focal point in the area of e-government for UNDP.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement:
The Digital Governance Technical Analyst will perform his/hers functions under the direct supervision of the Good Governance Sector Leader in Bosnia and Herzegovina and closely work with managers of projects that support e-governance and e-service delivery. The Digital Governance Technical Analyst will lead the project team of Digital Transformation in Public Sector in BIH.ย

Required Skills and Experience
Education:
Master degree or equivalent in ICT, engineering, ICTs for development, computer science, ICT project management, or other relevant field is required. OR;Bachelorโs degree in the areas mentioned above, in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience:
Minimum 2 years (with Masterโs degree) or 4 years (with Bachelorโs degree) of relevant professional experience in the design, management and implementation of projects and programmes in the area of digital transformation, e-governance, democratic governance and public administration reform in Bosnia and Herzegovina and/or the wider Western Balkan.Required skills:
Previous experience in supporting and leading on design, monitoring and implementation of digital governance initiatives and software development projects.Proven knowledge, expertise and practical experience in design and delivery of assistance to public sector related to digitalization innovation, including in advocacy, strategic planning and policy design, civil servantsโ engagement, public consultations, etc.Excellent knowledge of theory and practice in digital transformation, interoperability and leveraging technologies in the public sector.Familiarity with key public documents, strategies and trends related to the overall e-governance agenda and public administration reform in Bosnia and Herzegovina.Excellent understanding of the governance system in Bosnia and Herzegovina and Sustainable Development Goals.Experience in working with different stakeholders, such as the local government institutions, civil society organizations, private sector, etc.Desired skills:
Demonstrated knowledge of the state of play and specifics in the area of e-governance and public administration reform in Bosnia and Herzegovina, as well as with the Digital Agenda for the Western Balkans of the European Union.ย Previous practical work with G2G, G2B and G2C services.Prior UN experience would be an asset.Rich previous experience in partnering and interaction with local beneficiaries/local governances.Good knowledge of the global trends, good practices and strategies in the domain of digital transformation and artificial intelligence in the public sector.Language:
