Mission and objectivesThe United Nations Development Programme (UNDP) works in approximately 170 countries and territories, helping to achieve the eradication of poverty and the reduction of inequality and exclusion. The program helps countries to developing policies, leadership skills, partnership skills, institutional capacities, and to building resilience to sustainable development results. UNDP implements several projects in different areas, offering its partners technical, operational and management assistance through access to methodologies, specialized knowledge, specialized advice and a wide international network of technical cooperation. To contribute to human development, poverty reduction and the country's growth in priority areas, UNDP Brazil has a constant mission to align its services with the needs of a dynamic, multifaceted and diverse country. The projects are carried out in partnership with the Brazilian government, international financial institutions, the private sector and civil society. As countries around the world seek new ways to address complex and interconnected challengesโ€”such as crises, economic stagnation, inequality, and povertyโ€”the promotion of clean and affordable energy, the protection of the environment, and the preservation of the climate system have become central priorities. In this context, the United Nations Development Programme (UNDP), as a frontier knowledge organization for sustainable development within the United Nations Development System, aims to develop integrated responses to these challenges, acting as a convening platform for collective action to achieve the Sustainable Development Goals (SDGs). In addition to multilateral and bilateral partnerships, UNDP provides countries with specialized technical services in eligibility assessment, programme/project formulation and implementation, capacity development, policy advice, advocacy, technical assistance, training and technology transfer, co-financing mobilization, implementation oversight, results management and evaluation, performance-based payments, and knowledge management services. The UNDP Brazil Country Office is a key development partner of the Brazilian government, supporting national and subnational public and private institutions, as well as civil society, in building a more sustainable and inclusive society. This support strengthens democratic institutions, improves governance effectiveness, reduces poverty and inequality, and addresses issues related to climate change and biodiversity. In line with the 2024โ€“2027 Country Programme Document (CPD) and the priorities of the SDGs, UNDP Brazilโ€™s programme portfolio is organized into three mutually reinforcing pillars: โ€ข Inclusive Socioeconomic Development: poverty reduction, social policies, livelihoods, publicโ€“private partnerships, inclusive markets, and growth. โ€ข Sustainable Environmental Development: nature-based solutions for development, biodiversity and climate change, sustainable production, energy efficiency, and chemical disaster risk reduction, among others. โ€ข Governance and Justice for Development: violence prevention, justice, transparency, anti-corruption, human rights, and local capacity development.

ContextThe Sustainable Environmental Development Unit (UDAS) of UNDP Brazil works in close coordination with other programme areas to strengthen the environmental portfolio through technical and political support for the formulation, implementation, and monitoring of projects addressing biodiversity, climate change, sustainable production, and the ecological transition. Within this framework, the Brazil Climate and Ecological Transformation Investment Platform (BIP) is a strategic initiative led by the Government of Brazil through the Ministries of Finance; Development, Industry, Trade and Services; Environment and Climate Change; and Mines and Energy, in partnership with BNDES, Bloomberg Philanthropies, GFANZ, and other international partners. The Platform aims to mobilize capital for projects that advance Brazilโ€™s ecological transition, focusing on nature-based solutions, the bioeconomy, energy transition, sustainable industry, and mobility. It also fosters publicโ€“private collaboration in projects aligned with Brazilโ€™s climate targets and aims to strengthen the countryโ€™s leadership and international visibility in climate finance, including in the lead-up to COP30. This UNV assignment contributes directly to the BIPโ€™s communication and outreach strategy by enhancing institutional visibility, coherence, and design quality across all communication outputs, reinforcing engagement with key stakeholders and partners.

Task DescriptionUnder the direct supervision of the Programme Officers of the Sustainable Environmental Development Unit and the technical coordination of the BIP Secretariat at BNDES, the UN Volunteer Expert will be responsible for developing and implementing the digital communication strategy of the BIP Platform. The incumbent will focus on strengthening the Platformโ€™s digital presence, ensuring consistency across online channels, producing multimedia content, and promoting engagement with key audiences through data-driven communication actions: I. Digital Strategy & Online Presence โ€ข Develop and implement the digital communication plan for the BIP Platform, defining key messages, audiences, and performance indicators. โ€ข Ensure coherence between digital actions and the broader institutional communication strategy of the BIP. โ€ข Manage and update the Platformโ€™s social media channels (particularly LinkedIn), ensuring regular publication of relevant and engaging content. โ€ข Monitor, analyze, and report on digital performance metrics (reach, engagement, and audience growth) to support evidence-based decision-making. โ€ข Identify opportunities for digital visibility through partnerships, campaigns, and global or national events related to climate and finance. II. Content Development & Multimedia Production โ€ข Produce and edit multimedia materials (text, photos, videos, cards, and infographics) for digital dissemination. โ€ข Draft and adapt posts, articles, and other content from technical materials, transforming complex information into accessible and visually attractive language for online audiences. โ€ข Ensure that all content follows UNDP and BIP branding and editorial guidelines. โ€ข Capture photo and video content at events and activities for digital publication and archiving. โ€ข Support the creation of interactive or audiovisual products (motion graphics, video explainers, animations) to communicate the Platformโ€™s initiatives and results. III. Website Management & Digital Tools โ€ข Regularly update the BIP website and associated online platforms with accurate, relevant, and visually consistent information. โ€ข Collaborate with developers and communication partners to improve user experience, accessibility, and responsiveness of the BIP website. โ€ข Contribute to the design, structuring, and content development of a new digital interface for the Platform when required. โ€ข Manage mailing lists and ensure effective dissemination of newsletters, updates, and event invitations. โ€ข Support the use of digital communication tools (analytics dashboards, mailing systems, content management platforms, etc.) for efficient outreach. IV. Institutional Events Support โ€ข Contribute to the planning and coverage of BIP events, including taking photos, producing short videos, and creating digital materials for dissemination before, during, and after events. โ€ข Support the publication of event outcomes on institutional channels, ensuring digital visibility and alignment with communication priorities. โ€ข Assist with protocol coordination and digital logistics related to communication (live coverage, post-event releases, etc.). V. Expected Results / Deliverables โ€ข A coherent and well-implemented digital communication strategy for the BIP, aligned with the institutional communication plan. โ€ข Active and consistent digital channels (website and social media) reflecting the BIPโ€™s messages, objectives, and results. โ€ข High-quality and regularly produced multimedia content fostering visibility and engagement. โ€ข Improved digital analytics and reporting to guide communication decisions. โ€ข Strengthened online presence and recognition of the BIP as a reference in climate and ecological transition finance.

Living conditions and remarksRio de Janeiro is a major city with modern infrastructure, good healthcare facilities, and international connections. The city offers a range of housing and services; usual urban safety precautions apply. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
