Setting and ReportingIn its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The position is located in the United Nations Development Operations Coordination Office, in New York. The incumbent, as part of the UN cross-pillar collaboration team, reports to the Chief of the Programming Section in the Policy and Programming Branch. ResponsibilitiesWithin delegated authority, the Development Coordination Officer, Prevention and Peacebuilding, is entrusted with the following duties: โ€ข Provides policy, technical and operational advice and support in advancing sustainable development coordination in prevention and peacebuilding contexts and ensuring linkages to UN system-wide conflict prevention and peacebuilding policies, tools, and capacities. โ€ข Forges and maintains cross-pillar partnerships with UN departments and entities working closely on peacebuilding policy and country support (to RCs, UNCTs and Missions), in particular but not limited to DPPA (particularly PBSO, PMD, EAD, and Regional desks) UNDP, the UNDP-DPPA Joint Programme on Building national capacities for Conflict Prevention, DPO, EOSG/UNOCC and OHCHR. โ€ข Maintains close engagement and collaboration with the UNDP-DPPA Joint Programmeโ€™s peace and development advisors (PDAs) in support of RCs and UNCTs. โ€ข Provides policy support to countries designing their new CCAs and Cooperation Frameworks, to integrate prevention and multidimensional risk analysis and approaches, in close collaboration with regional DCO strategic Planners, PDAs, DPPA Regional Desks and PBSO. โ€ข Produces timely and quality analytical products on cross-pillar Humanitarian Development and Peace (HDP) collaboration matters, with a particular emphasis on the Peacebuilding component. โ€ข Serves as DCO focal point for collaboration with PBSO, in particular the PBF and PBC support Branch,. Provides thematic support to the United Nations Sustainable Development Group (UNSDG) and other strategic support groups as requested. โ€ข Represents DCO in related interagency working groups and coordination networks including, the Peacebuilding Contact Group, the Regional Monthly Review (as institutional focal point), the Programme Criticality Coordination Team, the UNDP-DPPA JP Technical Committee, the Peace and Security WG for the implementation of the Pact for the Future. , as well as at engagements with external academic and policy counterparts related to prevention and peacebuilding matters. โ€ข Engages with UN entities systemwide and DCO's inter-agency programming section to contribute to peacebuilding-related policy guidance for sustainable development coordination (CCA, UNSDCF) and support to RCs, Resident Coordinators Offices (RCOs) and UNCTs working in complex settings, ensuring an effective policy-practice feedback loop on peacebuilding and HDP collaboration matters. โ€ข Fosters strategic partnerships with external academic, policy, and capacity development counterparts to contribute to policy and capacity development and country-specific support for effective integration of prevention and peacebuilding into sustainable development strategic planning and delivery. โ€ข Designs and contributes to DCO system-wide leadership and capacity building initiatives, events as well as knowledge products for the development coordination system (RCs, DCO and UN partners). โ€ข Keeps abreast of latest emerging trends and innovative approaches in focus area. โ€ข Prepares policy analysis and option papers, briefings and key messages on prevention- and peacebuilding-related matters, , for DCO leadership and RCs internal/institutional and external engagements. โ€ข Contributes to annual QCPR reports as well as drafts DCO's inputs to other UN entitiesโ€™ policy documents and reports on related matters. โ€ข Leads and/or participates in complex policy and capacity development projects and field missions, as relevant. โ€ข Serves as the primary focal point on specific policy and substantive issues, including but not limited to multi-dimensional risk analysis, crisis preparedness and management, conflict prevention, peacebuilding, elections, engagement in politically estranged contexts. โ€ข Keeps abreast of latest developments, liaises with other peacebuilding organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. โ€ข Serves as DCO focal point for the tripartite UN-EU-WB partnership on the Post Disaster Needs Assessment (PDNA), and the Recovery and Peacebuilding Assessments (RPBA). โ€ข Organizes and participates in working groups, RC leadership retreats, inductions, meetings, conferences, consultations with other agencies and partners on peacebuilding-related matters. โ€ข Contribute to planning and preparation of unit budget and work programme. โ€ข Provides leadership and work direction to assigned work team, and/or mentees and supervises the work of junior officers. โ€ข Performs other related duties, as required. CompetenciesPROFESSIONALISM: Knowledge of wide range of humanitarian assistance, emergency relief and related human rights issues. Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. Work ExperienceA minimum of seven (7) years of progressively responsible experience in conflict analysis and post-conflict peace building is required. A minimum of two (2) years of experience in the management of emergency response to crisis is required. A minimum of two (2) years of experience in conflict prevention is required. Experience working on peace, development and humanitarian collaboration is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience at the headquarters of a development cooperation organization is desirable. Field experience in development cooperation is desirable. Experience with inter-agency or interorganizational collaboration in the development sector is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
