Org. Setting and ReportingThe Asia and Pacific (APAC) Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Standards and Recommended Practices (SARPs), Strategic Objectives, policies and decisions. The Regional Office also provides technical guidance and assists States with implementation of SARPs and regional air navigation plans. The incumbent reports directly to the ICAO Regional Director (ICAORD) and performs dual functions. Apart from her/his duties as Deputy Regional Director, the incumbent equally serves as Regional Officer of his/her technical discipline where the post is not occupied. S/he serves as Technical Team Leader and assists the ICAORD in guiding the Regional Office Technical Team in developing and implementing Regional Performance Framework for Safety and Air Navigation encompassing Global Air Navigation Plan (GANP), Global Aviation Safety Plan (GASP), Regional Air Navigation Plan (RANP) and supporting States and regional aviation security/facilitation plans and programmes The Deputy Regional Director facilitates and coordinates technical advisers and experts and promotes partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society. S/he contributes to UN systems coordination through participation in policy dialogue and provision of inputs into joint Common system initiatives. The incumbent supervises all Professional staff in the Regional Office. S/he also acts on behalf of the Regional Director in her/his absence. ResponsibilitiesFunction 1 (incl. Expected results) Serves as overall Technical Team Leader and assists in guiding the Regional Office Technical team, achieving results such as: โ€ข Ensure efficient and effective implementation of the technical programmes of the Regional Office, including Aviation System Block Upgrades (ASBUs) as part of the Regional Air Navigation Plan. โ€ข Coordinate support activities associated with Continuous Monitoring Approach (CMA) of Universal Safety Oversight Audit Programme (USOAP) and Universal Security Audit Programme (USAP), โ€ข Coordinate and supervise the multi-disciplinary technical activities of the Regional Office. โ€ข Formulate strategies and recommendations to resolve problems raised by Member States and specialized air navigation system, safety, aviation security /facilitation, air transport and environment protection experts, including the identification and resolution of national differences from the ICAO provisions. โ€ข Manage the professional, technical and support staff in the Programme Area, and assume responsibility for recruitment, assignment, orientation, performance appraisal and professional development. โ€ข Foster a collaborative spirit and cooperation to achieve results. โ€ข Follow-up on the development of the Regional Officeโ€™s annual work programme and quarterly and annual reports to ICAO RD, Bangkok. โ€ข Support the ICAO RD in providing advice and assistance to Member States with high priority to those States with significant safety concerns or significant security concerns and States with low effective implementation (EI). โ€ข Contribute to the development of ICAO Plans of Action, where applicable, and follow up on their implementation. Function 3 (incl. Expected results) Provides analysis of programme activities and makes recommendations to policy development and its implementation, achieving results such as: โ€ข Identify potential projects and participate in technical support planning and evaluation missions. โ€ข Contribute to policy development and evaluation of programme and operational activities at regional level. โ€ข Develop and oversee the implementation and maintenance of guidelines for the planning and coordination of the activities of the Regional Office. โ€ข Coordinate with partners providing safety and security assistance in the Region. โ€ข Contribute to joint UN Common System initiatives by participation in policy dialogue and provision of inputs, as required. Expected results) Manages the execution of the Regional Officeโ€™s mission and meetings programme, achieving results such as: โ€ข Coordinate the organization and delivery of regional meetings, seminars and workshops relating to ICAO programmes. โ€ข Actively lead, promote and support activities that increase the awareness, understanding and ownership of outputs, thus enhancing the influence of the work that ICAO supports. โ€ข Identify opportunities and lead initiatives for strategic networking. โ€ข Identify and evaluate emerging trends, issues and priorities in the region. โ€ข Assist the Regional Director in the preparation of regional group meetings, i.e. Directors General of Civil Aviation (DGCA) Conference, Planning and Implementation Regional Groups (PIRGs), Regional Aviation Safety Group (RASG) and Regional Aviation Security Coordination Forum (RASCF) and in the participation in Steering Committee Meetings of Cooperative Development of Operational Safety & Continuing Airworthiness Programmes (COSCAPs), Cooperative Aviation Security Programme (CASP), Regional Safety Oversight Organizations (RSOOs) and Asia/Pacific Flight Procedure Programme (APAC FPP) and regional meetings of international organizations as applicable. โ€ข Support and assist Regional Safety Oversight Organizations (RSOOs), Regional Security Oversight Organizations and Air Navigation Service Providers (ANSPs), as applicable. โ€ข Promote productive interactions/partnerships with representatives of Member States, donors, other international organizations and civil society. Expected results) Oversees the day-to-day administration and planning of the work of the ICAO Regional Office, achieving results such as: โ€ข Organize and manage assigned resources to provide timely and effective service delivery. โ€ข Oversee the human resources management processes and procedures in the Regional Office. โ€ข Develop operational plans for the Regional Office and supervise, monitor and report on its implementation. โ€ข Prepare budget proposal of the Regional Office, monitor expenses and take decisions on corrective action, if required. โ€ข Ensure the integrity of financial systems, review of budget requirements and consistent application of rules and regulations. โ€ข Define work strategies and annual work plans as well as development of procedural guidelines to improve the overall administration and management of the Regional Office. โ€ข Establish, monitor and report on annual performance, quarterly reports and work plans for Regional Office staff, ensuring appropriate distribution of workload, and adjusting priorities, as required, in order to meet operational needs. โ€ข Apply Performance Management tools, management of targets and monitoring achievement of results effectively. โ€ข Implement continuous improvement in human resource management to ensure client orientation โ€ข Assist the ICAORD in coordinating with Bureau Directors at ICAO Headquarters to set the priorities for the Region in all the Strategic Objectives of ICAO. โ€ข Promote and support activities that create and increase awareness, understanding and ownership of ICAO outputs within the Region. Work Experienceโ€ข A minimum of ten (10) years in the aviation related fields of air navigation, flight safety, air transport, aviation security and facilitation, or aerodrome and ground aids with increasing responsibility and reaching executive management level in a civil aviation administration, autonomous aviation authority, airline or similar aviation-related organization is required. โ€ข Experience in the planning, coordination and management of civil aviation programmes, including high-level negotiation with government authorities, of which a minimum of five years should have been acquired in an international organization or by dealing with aviation matters extending beyond national boundaries is required. โ€ข Experience in managing and supervising staff working in a diverse work programme is required. โ€ข Experience in working in a multi-national and multi-cultural environment is desirable. โ€ข Experience in engaging with high level State officials/international organizations, leading international meetings and public speaking at international level is desirable. โ€ข Experience in managing aviation safety or air navigation programmes/projects within an international or regional organization, national government, or major service provider (airport, airline or air navigation services provider) is desirable. โ€ข Familiarity with ICAO annexes, policies and guidance material related to air navigation and aviation safety is desirable โ€ข Experience with corporate performance management in the public or private sector, is desirable.
