    Organizational Setting and Reporting Relationship
    The position is assigned to the Information Technology Department (ITD). ITD supports ADB's mission by delivering secure, effective, and innovative information systems and technology solutions. The department partners with other departments across ADB to identify opportunities for using technology to enhance development impact through regional cooperation and integration.

    You will be based at our Headquarters in Manila, Philippines. You will report to Director General, ITD and will oversee assigned Technical International and Local Staff.

    Your Role
    As Deputy Director General (DDG), you will support the Director General, ITD (DG) in leading the planning, implementation, and management of ITD's vision, strategy, and work plan to support overall ADB goals. You will assist the DG in managing the Department. You will establish the ADB's data and artificial intelligence (AI) strategy and implement an ethics and governance framework, promoting a culture of compliance with data privacy protection and Responsible AI. You will be accountable for the quality, accessibility, and management of data to inform business strategy and improve performance. You will design programs to realize the benefits derivable from the ADB's data assets. You will create data and AI programs prioritization and resourcing strategies and establish performance measures to evaluate outcomes and data and AI-driven solutions. You will create a shared vision and goals on the use of data and AI in the organization, building strategic relationships with key business and industry partners to achieve business goals.

    You will:

    Leadership and Management

  • Provide guidance and expertise on technology matters to enable the Bank's digital solutions and data-driven operating model.
Manage people and organization.

o Create and lead diverse teams and ensure the quality of their work.

o Manage the performance of teams and individuals by providing clear direction and regular monitoring and feedback on performance.

o Review operational strategies, policies, and targets across teams and projects.

o Develop strategies for resource planning and utilization.

o Review the use of resources.

o Oversee the development of learning roadmaps for teams.

o Establish performance indicators to benchmark the effectiveness of learning and development programs against best practices.

o Implement succession planning programs for key management positions.

Operations Management

Support the DG in overseeing the preparation and review of IT business plans, including reviewing IT costs, cost structures, budgets, and forecasts. Ensure optimal use of IT resources and service delivery. Oversee the development and implementation of data lifecycle management and data governance to ensure data quality and protection and deliver satisfaction with effective standard reports, custom reports capability, and the ability to create business insights. Oversee Responsible AI framework, and govern risks and controls, and deployment of AI. Support the DG in adopting a modern, flexible, and agile approach to delivering IT platforms and services that are within internationally recognized standards and the Bank's policies.

Knowledge Sharing

Create synergies across the Bank to promote innovative, integrated, sustainable, and resilient IT solutions. Support the DG in delivering an integrated IT ecosystem that supports operational priorities, delivery of user and stakeholder expectations, and automation of business processes. Together with the DG, facilitate collaboration, information sharing, transparency, and real-time reporting using a single source of truth to achieve optimal IT lifecycle value and encourage innovative use of technology.

Strategic Transformation for Data and Artificial Intelligence Strategy Implementation

Implement strategies to identify, acquire, and use appropriate data and AI models. Promote implementation of new data management technologies. Communicate and ensure compliance with the ADB's data privacy policies and ethics and governance framework. Direct engagement programs to communicate the potential and value of data and AI across the Bank. Review research and development outcomes to ensure alignment with the ADB's vision, mission, and values, and data and AI strategy. Guide AI research direction based on the needs of the ADB. Promote the potential value and commercial impact derived from data and AI solutions.

Qualifications

You will need:

Master's Degree in Computer Science, Information Systems, Business Administration or related field, or University Degree in related fields and at least 10 years specialized experience relevant to the position can be considered. At least 15 years of work experience with 7 years of leadership responsibilities. At least 5 years of international experience in multinational, global organizations leading large teams and enterprise-wide IT programs and operations, influencing senior-level management and key stakeholders across the organization and within complex contexts. Experience or demonstrated capability in leading IT transformational programs by taking advantage of digital opportunities to innovate business models and enable the digitalization of the business. Demonstrated strong management skills to develop ADB's data and AI capabilities. Demonstrated technical and communication skills to liaise and work with Board and senior staff members, and external agencies including other multilaterals. Proficient in English, with a strong ability to convey ideas clearly and effectively. International experience working in several countries is required. Additional Information
This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional three years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADBโ€™s medium- to long-term plans for the organizational unit, the relevance of the staffโ€™s skills to those plans, and the staffโ€™s managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.
