The EIB, the European Union's bank, is seeking to recruit for its Human Resources Directorate (HR), at its headquarters in Luxembourg, a Deputy Director General - Human Resources *.

This is a full-time position at grade 8/9.

The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

Purpose

You will support the Director General in leading the HR Directorate and developing an overall strategy for HR, with direct responsibility for several strategic and operational units/divisions. You will contribute to shaping a modern, inclusive, and efficient HR function aligned with the Bankโ€™s culture and strategy, in a context of high pace of change with focus on digitalization and efficiency increase.

Specific Post Environment

The European Investment Bank (EIB) Group is the financial arm of the European Union, comprising the EIB and the European Investment Fund (EIF). The Human Resources Directorate at the EIB underpins this mission by fostering a dynamic, inclusive, and high-performing workforce. HR is responsible for strategy, governance, and services covering recruitment, compensation, benefits, talent development, and employee relations. Acting as a business partner, it drives initiatives on diversity, equity, and inclusion, career development, and organisational culture, ensuring alignment with the Bankโ€™s strategic priorities. The HR function also manages statutory obligations such as health insurance and pension schemes (dealing with approximately 15000 dependents), while promoting staff empowerment and well-being through policies and training programmes. With around 180 professionals dedicated to these activities, HR plays a critical role in enabling the EIB to attract, retain, and develop talent that supports its long-term objectives and operational excellence.

As the Deputy Director General - Human Resources, your team will be organised into two main Divisions. The Employee Relations Division, is dedicated to bringing together the legal expertise within the HR Directorate, providing expert advice on effective conflict prevention and management, developing and applying the relevant policies and managing procedures relating to staff matters and contributing to the social dialogue in the Bank. The second division, the Coordination Division comprises two specialised units: the Strategy, Risks and Processes Unit, which manages activities related to risks, process definition, support to Internal Control Framework activities and to internal audits. It also monitors and facilitates activities related to the HR Strategic and Operational roadmaps and where necessary intervenes to support the project management of key HR transformational projects, and the Procurement, Purchasing and Budget Unit, responsible for managing procurement activities, purchasing operations and budgetary control.

Accountabilities

Lead and Manage the Employee Relations Division, and ensuring, in close coordination with Legal Services Directorate, compliance of HR procedures and policies with EU labour law, internal regulations, international standards as well as in alignment with EIF.Acting as Head of Social Relations and ensuring effective social dialogue with staff representatives and stakeholders.Lead and Manage the Coordination Division (composed of the Strategy, Risks and Processes Unit and of the Procurement, Purchasing and Budget Unit); ensuring robust governance, risk management, overall compliance and continuous improvement of HR processes as well as strategic alignment with institutional needs. Guarantee the good implementation of internal audit and operational risk recommendations.Ensure that staff within the remit have the right competencies, objectives and motivation.Contribute to the development and implementation of HR strategy, policies, and transformation initiatives, ensuring, a sound legal framework for the Directorateโ€™s operations and supporting the overall objectives of HR and of the EIB, following guidance of the Legal Services Directorate.Establish and manage the resources and means (budget, processes, SLA with relevant stakeholders) necessary to efficiently implement the HR strategy in the divisions covered.Develop and maintain efficient and collaborative relationships with other teams within HR and within the Bank (especially with the Legal Services Directorate).Ensure effective internal communications within HR and foster a culture of collaboration, trust, and innovation across the HR Directorate.Represent the HR Directorate in internal and external forums, including negotiations, institutional committees, and EU-level bodies, building co-operation and creating knowledge exchange within the EIB Group and EU institutions.

Qualifications

University degree (post-graduate) in a Legal, HR or Business areaAt least 15 years of relevant professional experience in legal and business area, including HR exposure In depth understanding of social and labour law matters with extensive experience in social dialogue and with a strong background in European Civil Service lawAt least 10 years in a managerial position - Experience of managing, developing and mentoring staff is required, in a multicultural environment or international organisation Strong leadership and influence skills: capacity to inspire teams, build trust and drive alignment across the organizationStrong understanding of HR policies, procedures, organisation and activities including financial and compliance processes acumen (budget, procurement and audit topics)Relevant experience in process optimization and in change managementStrategic operational acumen and organizational agility: capacity to efficiently manage resources and optimize processes to deliver results, in a complex and constrained environmentEU institutional awareness, ability to understand the role of the Bank within the EU policy frameworkDeveloped European Institutions network would be a distinctive advantagePractical experience working in an EU institution or agency as a distinctive advantageBroad knowledge of EIB Group business activities and objectives, strategies, policies and processes Excellent knowledge of English and French. Knowledge of other EU languages would be an advantage.
