I. MSF INTERNATIONAL

Mรฉdecins Sans Frontiรจres (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSFโ€™s 24 sections, 25 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. POSITION BACKGROUND

From a Supply Management perspective, MSF consist out of 6 Operational Centres (OCs) and 3 European Supply Centres (ESCs). In the supply domain there are several inter-OC and -ESC projects. This number is growing due to the need to increase cooperation between the MSF entities while improving the quality of MSFโ€™s supply chain. For this purpose, the capacity to measure performance and analyse across different entities of MSF is essential.

The Supply Chain Analytics Unit (previously SCPM) has been actively working to build the analytical and data foundations needed to support a global approach to supply chain performance management. In parallel, the rising interest in data and the growing number of data products and pipelines have highlighted the need for structured documentation, clear ownership, and harmonized governance practices.

To support this ambition, we are looking for a Data Governance Specialist with strong data analysis skills. This role will help ensure that data assets are reliable, well-documented, and accessible across the MSF Supply Chain ecosystem. Beyond traditional analytics, the position will focus on implementing and maintaining data governance processes, including pipeline documentation, metadata management, and the development of a shared data catalogue. This is a key role in helping us scale our data efforts while reinforcing trust and consistency in our data landscape.

III. PLACE IN THE ORGANISATION

The Data Governance Specialist will:

Report to the IO Supply Chain Analytics Manager

Collaborate closely with supply chain professionals responsible for BI and performance management within the 6 Operational Centers and 3 European Supply Centers

Work alongside the IO Supply team on specific projects related to supply chain, data governance, or business intelligence

Interact with various stakeholders across MSF, including finance, IT, medical, pharmacy, logistics, and operations teams.

IV. OBJECTIVES OF THE POSITION

The main objective of the Data Governance Specialist is to strengthen the reliability, transparency, and usability of MSF's supply chain data through the implementation of data governance practices, while also contributing to the analysis and visualization of data to support evidence-based decision-making. The role combines structured documentation, metadata management, and catalogue development with hands-on data analysis and report creation using tools such as Power BI.

Specific Objectives

Design and implement a data governance framework tailored to the MSF supply chain data ecosystem (including documentation standards, ownership mapping, metadata, and data quality practices)

Document data pipelines and datasets used for supply chain performance and procurement monitoring

Support the implementation and maintenance of a data catalogue with clear definitions, lineage, and ownership of key data products

Provide ad hoc analytical support, including the development of Power BI dashboards and reports, to monitor key operational and strategic KPIs across OCs and ESCs.

V. MAIN RESPONSIBILITIES

As a Data Governance Specialist, you will have responsibilities in the following areas:

Data Governance & Documentation (Core Responsibility โ€“ 80%)

Develop and maintain clear, structured documentation of existing and future data pipelines (sources, transformations, owners, consumers);

Lead the implementation of a data catalogue to improve discoverability, ownership, and understanding of key data assets;

Contribute to defining and enforcing Data Quality rules, access control policies, and naming conventions in collaboration with other teams;

Act as a point of contact for data ownership, stewardship, and data lineage inquiries across the department.

Data Analysis & Collaboration (Complementary Responsibility โ€“ 20%)

Participating in small data analysis projects by developing and maintaining data reporting solutions (Power BI) with the aim to provide visuals that accurately summarize supply chain activities and performance;

Coaching, documenting and promoting the use of the entire Power BI suite for data analysis and visualization, and potentially leading training sessions.
