Work LocationSรฃo Gonรงalo Expected durationThree (3) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. Through a partnership with the Municipality of Sรฃo Gonรงalo, Brazil, to strengthen the urban management structure of the municipality to plan and implement public policies that accelerate the localization of the Sustainable Development Goals (SDGs), UN-Habitat is setting up the project named โSรฃo Gonรงalo 2030: Strengthening the planning and management of the Municipality of Sรฃo Gonรงalo to build a more sustainable and safer city, that leaves no one and no territory behind\". As part of the โFortalece Sรฃo Gonรงaloโ Project, a Data-Driven Decision-Making Capacity Building Program will be implemented to enhance the technical and institutional competencies of municipal managers and public servants. This initiative aims to strengthen data literacy, foster evidence-based governance, and promote strategic decision-making by integrating data into public management. Additionally, the program will leverage the โFortalece Sรฃo Gonรงalo Observatoryโ to monitor and implement practices aligned with global development agendas, ensuring more effective and sustainable urban governance. Based on a Training Needs Assessment, this strategic initiative will enhance data literacy and promote evidence-based governance through tailored training modules. To properly implement the Data-Driven Decision-Making Capacity Building Program, a Data-Driven Policies Training Consultant is required to ensure the good execution of the Programโs tailored training modules, classes and activities. Report to UN-Habitat Manager The Data-Driven Policies Training Consultant reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Responsibilities The Data-Driven Policies Training Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Design, facilitate and deliver training sessions based on three modules of the Data-Driven Decision-Making Capacity Building Program defined by UN-Habitat team, ensuring content is tailored to the needs of municipal managers and public servants. b) Develop training materials, case studies, and practical exercises to enhance data literacy, evidence-based governance, and strategic decision-making. c) Facilitate interactive workshops and hands-on activities to strengthen technical competencies. d) Provide technical guidance on data governance in public management, data analysis, visualization and monitoring to support the integration of data into municipal planning and policy formulation. e) Work closely with the UN-Habitat team to align training content with existing data systems, including the Fortalece Sรฃo Gonรงalo Observatory, while ensuring coherence with global development agendas such as the Agenda 2030 for Sustainable Development and the New Urban Agenda (NUA). f) Monitor and evaluate the effectiveness of the training program, collecting feedback and proposing adjustments to improve learning outcomes. g) Coordinate with municipal departments and stakeholders to promote cross-sectoral collaboration and ensure the institutionalization of data-driven decision-making practices. h) Support the development of reports and knowledge products, documenting lessons learned, results, and the implementation process of the Capacity Building Program. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Data-Driven Policies Training Consultant shall assist in the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 โ Work Plan and Syllabus Description: The Work Plan and Syllabus must contain: (i) an adaptation and refinement of the existing work plan developed by the UN-Habitat team, providing a detailed methodology, structure, and timeline for the Data-Driven Decision-Making Capacity Building Program; (ii) a comprehensive syllabus outlining the modules general and specific objectives, instructional approach, course format, and participant evaluation criteria; (iii) an expanded overview of the three training modules, previously developed by UN-Habitat, detailing key competencies to be developed, contents, pedagogical methods, and assessment strategies; (iv) a curated list of recommended reading materials and data sources to support learning and application; and (v) structured plan for interactive activities, practical exercises, and case studies. Expected delivery date: 15 days after signing the contract. Product 2 โTraining Materials and Course Content Description: Training Materials and Course Content must contain: (i) a full set of presentation slides and handouts covering all three training modules; (ii) detailed lesson plans for each training session, including learning objectives, instructional methods, and practical exercises; (iii) case studies, interactive exercises, and real-world examples to enhance applied learning; and (iv) a framework for participant assessment, including pre- and post-training evaluation methods. Expected delivery date: 30 days after signing the contract. Product 3 โTraining Implementation Report Description: Training Implementation Report must contain: (i) documentation of training sessions delivered, including attendance records and session summaries; (ii) participant performance evaluation, based on assessment tools applied during the training; (iii) feedback analysis from participants, facilitators, and key stakeholders regarding the training effectiveness; (iv) lessons learned, challenges faced, and recommendations for future training initiatives; and (v) strategic guidance on institutionalizing data-driven decision-making within municipal governance. Expected delivery date: 90 days after signing the contract. Qualifications/special skillsEducation Required: โข Bachelorโs degree in Public Policies, Public Administration, Economics, Statistics, Urban Planning, Geography, Information Technology, Computer Science, Statistics or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Desired: โข Postgraduate degree in Public Administration, Public Policies, Urban Planning, Law, Economics, Statistics, Urban Sustainable Development, Geography, or related fields is desirable. โข Academic background with research experience or publications related to the thematic areas of this position is desirable. Work experience: โข A minimum of six (6) years of professional experience or research on the theme is required. โข Experience in training delivery, capacity building and/or professional training in the public sector is desirable. โข Experience in public administration is desirable. โข Previous experience within the UN System is desirable. Skills: โข Excellent communication skills in Portuguese, including speaking, writing, editing, and proofreading is required. โข Strong presentation and public speaking skills, with the ability to engage diverse audiences, are required. โข Solid computer skills, including proficiency with Windows, Microsoft Office, Outlook, Microsoft Teams, and web search engines are required. โข Data literacy and analytical skills, with the ability to interpret, structure, and present data effectively is desirable. โข Strong instructional and facilitation skills, with experience in training delivery and adult learning methodologies is desirable.
