Digital technology is one of the most fundamental drivers of changes this century. Digital not only provides new opportunities and challenges for development, but it is also fundamentally changing the context in which development is taking place. Since the launch of its first Digital Strategy in 2019, UNDP has been on an ambitious transformation journey to harness the potential of digital technology for development. We are now in the next phase of our digital transformation, implementing the Digital Strategy 2022-2025, which puts forth a vision to create a world in which digital is an empowering force for people and planet.ย 

The Chief Digital Office at UNDP is leading this effort with the goal of embedding digital technology in the development projects that we implement, supporting government partners to build inclusive digital eco-systems, and transforming the organization internally to enable these changes.

Project Description

In todayโ€™s interconnected world, data has the power to drive human-centred innovation and growth, to enable transparency and accountability in public governance and to support the digital empowerment of people. Many countries in the Global Majority are aware of the importance of data, are driven to strengthen their data ecosystems and are exploring innovative approaches. Yet, they are not yet able to fully leverage the potential of data and mitigate all associated risks.

In line with this, the Chief Digital Office (CDO) is looking for a Data Capability Manager to manage the unitโ€™s data projects and associated workstreams, contributing strategic expertise, thought leadership and stakeholder management.

Scope of Work

Reporting into the Head of Digital Programmes at the Chief Digital Office, the incumbent will be responsible for below:

Responsibilities:

The Data Capability Manager will be responsible for the following duties:

Lead the Strategy for Data

Contribute to the design of and leading execution for UNDP Digital Transformation leading to successful delivery of our digital transformation strategic objectives Lead strategy for Data, while contributing to AI, Digital Public Infrastructure (DPI) and Digital Transformation Journeys of countries.ย  This includes ongoing development of critical frameworks, models, guides related to Data.ย  Build UNDPโ€™s ability to spot trends across our network to help UNDP stay ahead of the frontier issues of digital and data development.ย  Collaborate with other capability leads to support the development of cohesive offers, proposals, programmes, and projects. Accountability for a coherent suite of offers delivering to the capabilityโ€™s objectives

Lead the strategic development of digital programme capabilities

Develop and execute the digital transformation priorities, establishing touchpoints and processes for sourcing & implementing new ideas, tracking existing workstreams, and ongoing team management.ย  Design and pilot new approaches for connecting countries and stakeholders to harness digital development opportunities and mitigate risks and challenges, playing to UNDPโ€™s strengths and value proposition.ย  Contribute to the digital transformation network to scale and support thematic, regional and country teams in co-designing impactful digital development programmes.ย  Lead the strategic development of the digital programme capabilities at UNDP to create a cohesive and/or coordinated approach where necessary.ย 

Ensure Effective Talent Management

Refining, streamlining, and scaling our talent for digital programmes.ย  Manage projects/programmes funded by donors, ensuring timely reporting and results.ย  Ensure excellent talent pipeline and hiring, including resource optimization working with other parts of digital transformation areas which prioritizes utilisation of existing resources. Manage the current pipeline and work with other teams to ensure the overall financial sustainability of the capability.ย  Lead the iteration and success of the specific offers within Digital Transformation.ย 

Advocacy, Thought Leadership and Knowledge Management

Design creative approaches to identifying target audiences, and devising grassroots and/or digital campaigns to communicate UNDPโ€™s work.ย  Lead on frontier issues, distilling uncovered trends to shape the future of digital development.ย  Manage stakeholder events to spotlight attention to the opportunities and challenges of digital development and set directions for the future.ย  Lead the process of knowledge capture of national and international know-how in relevant thematic areas and document lessons, experiences, and best practices that may be useful in design and implementation of similar projects for organizational and external sharing and learning.ย 

Build Strategic Partnerships and Resource Mobilization

Support in the co-designing digital programmes with funders and partners.ย  Develop and manage partnerships relevant to the digital transformation, ensuring UNDPโ€™s value-add and value proposition of partners to contribute to scale support to countries

Digitalย 

Digital ecosystems: Knowledge of how they work, understanding of the opportunities and challenges for governments and society Data privacy and digital ethics: Knowledge of ethical usage of digital technology (e.g. AI, robotics, automation) and data. Ability to assess ethical implications when using, combining or sharing data, when building or implementing AI systems, and when advising on robotisation and automation etc. Ability to design privacy protocols to ensure data is protected and used for legitimate purposes without unnecessary privacy risks. Data governance: Knowledge of data science, skills to develop data management tools, organize and maintain databases and operate data visualization technologies.

Project management: Ability to plan, organize, prioritize and control resources, procedures and protocols to achieve specific goals Partnerships management: Build and maintain partnerships with wide networks of stakeholders, Governments, civil society and private sector partners, experts and others in line with UNDP strategy and policies Communication: Communicate in a clear, concise and unambiguous manner both through written and verbal communication; to tailor messages and choose communication methods depending on the audience. Minimum Qualifications of the Successful IPSA

Min. Education requirements

Advanced university degree (Masterโ€™s degree or equivalent) in Data Science, Public Administration, International Management, Law, Economics, or a related field is required, or A first-level university degree (bachelorโ€™s degree) in the areas stated above in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Min. years of relevant work experience

ย A minimum of 7 years (with masterโ€™s degree) or 9 years (with bachelorโ€™s degree) of experience in managing digital and/or data projects in the private or non-profit sector.ย 

Required skills

Demonstrated experience in project and team management. Demonstrated understanding and knowledge of digital transformation and data policy. Demonstrated experience working with donors, private sector partners and international organizations.

Desired skills in addition to the competencies covered in the Competencies section

Demonstrated experience in engaging with policymakers in public and/or private sector within the scope of data is desired. Demonstrated experience in data for sustainable development, or data analysis is desired. Demonstrated experience of successful leadership in a high growth environment is desired. Experience working with the UN or other large scale development organizations is desired. Experience in resource mobilization is desired.ย 

Required Language(s)ย 

ย Fluency in English is required.ย  Working knowledge of another official UN language, or a local language, is advantageous.ย
