ContextThe United Nations International Childrenโs Emergency Fund (UNICEF)โs global humanitarian action requires timely, reliable, and comprehensive data on workforce capacity, deployment, and staffing. Current systems such as Frontlines, the Surge Tracking System (STS), and Systems Applications and Products in Data Processing (SAP) / Virtual Integrated System of Information (VISION) provide critical information, but remain fragmented and heavily reliant on manual processes. The Humanitarian Human Resources (HR) Data Strategy aims to consolidate and automate these processes, ensuring real-time data supports preparedness, surge, and long-term staffing in emergencies.
Task DescriptionThe Data Analyst will be structurally hosted within the Human Capital Intelligence & Technology Section, reporting to the Human Resources Officer. Data Analyst with a matrix line to the Chief, People in Humanitarian Action (Response). The UN Volunteer will be fully dedicated to implementing the Humanitarian HR Data Strategy by integrating, managing, and analyzing humanitarian workforce data across systems and supporting evidence-based decision-making. The UN Volunteer will undertake the following tasks: - People Analytics and Project Management โข Research and propose partnerships with predictive analytics and machine learning / AI solutions providers and data science institutions for talent management in emergency preparedness and response. โข Lead the development and implementation of descriptive, predictive, and prescriptive People analytics digital solutions, from framing the problems, identifying the measures, running advanced analytics, and interpreting the results. โข Support the transition from legacy Excel trackers to structured database systems and ensure interoperability with the United Nations International Childrenโs Emergency Fundโs Insight Data Warehouse. โข Contribute to the development and implementation of initiatives and tools aiming at enhancing data literacy among the United Nations International Childrenโs Emergency Fund (UNICEF), OneHR Community and provide technical support and capacity building to Regional and Country Offices on humanitarian HR data management. - Statistical Programming and Visualization โข Accelerate data processing and calculation through the application of algorithms, writing code (Python, R, C#, etc.) and developing software products to automate repetitive work when responding to data requirements. โข Generate analytics and predictive models on surge and Clusterโs capacity, recruitment gaps, and emergency deployments. โข Use business intelligence tools (Microsoft Power Business Intelligence ( BI), Tableau, etc.) to design and create interactive, fast, and accurate reports that help end users make data-driven decisions. Maintain and enhance humanitarian HR data pipelines and dashboards (Frontlines, Clusters, Surge, Power Business Intelligence (B)I, SharePoint). Develop user-friendly dashboards and visualizations for HR leadership and humanitarian response teams. โข Assess and enhance the effectiveness and accuracy of data sources and data gathering techniques. Support automation of surge requests, onboarding, and offboarding processes in alignment with the United Nations International Childrenโs Emergency Fund (UNICEF) SOPs and Core Commitment for Children. โข Suggest ways to embed available people insights into existing business processes to ensure they are used by the United Nations International Childrenโs Emergency Fund (UNICEF) decision-makers. โข Produce quarterly and annual global surge reports, as well as ad-hoc reports for L1โL3. - Other tasks assigned by the supervisors. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. - Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), - Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksThis is a volunteer assignment, not employment. By sharing your time, energy, and talents, you can support communities in need and become part of something greater than yourself โ a global movement for peace, development, and humanitarian aid. Volunteering strengthens trust, solidarity, and reciprocity among citizens, and it can promote a sense of belonging and purpose. The UN Volunteer will be based in Istanbul and will be responsible for arranging her/his own housing and other living essentials. The Summary of UNV Entitlements (International Expert): โข Current Volunteer Living Allowance (VLA) is USD 3,971 monthly (including expertise differential) โข Accommodation supplement: At the rate of 20% of IUNV/Specialistโs monthly VLA in each month when residing in Istanbul Please note that the amounts can vary according to fluctuations of the monthly post adjustment. โข Private insurance: Health, dental, life and dismemberment (100%) coverage by CIGNA (including for the eligible dependents when residing together in Istanbul) โข Entry allowance (one-time payment): USD 4,000 โข Exit allowance: USD 225 per month and solely paid upon the satisfactory completion of assignment โข Family allowance based on eligibility and status (per month): USD 250 for 1 dependent, USD 450 for 2 or more dependents (Please read the conditions of service for eligibility criteria) โข Annual leave: 2.5 days accrued per calendar month โข Free access to different learning platforms and UN & UNV network Notes: 1) It is important to note that UNV assignments are volunteer assignments, not employment. 2) The allowances are in no way to be understood as compensation, reward, or salary in exchange for the volunteer work.
