Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitatโs Regional Office for Latin American and the Caribbean โ ROLAC โ is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of Sรฃo Paulo, the project includes the revision of the Municipal Solid Waste Plan (PGIRS) and the elaboration of the Municipal Sanitation Plan (PMSB). In order to properly implement this project, a Data Analyst is required to ensure that both plans are technically executed correctly. Report to UN-Habitat Manager The Data Analyst reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Outputs/Work Assignment The Data Analyst shall support and advise on the implementation of projects according to the responsibilities indicated below. Responsibilities Under the overall supervision of the Head of Brazil Office and OiC for Southern Cone Office, the consultant will support in: โ Provide general technical support in relation to the collection and organization of data and mapping for the work developed by the teams at UN-Habitat and the Municipal Government of Sรฃo Paulo; โ Identify and organize geographical data related to both PGIRS and PMSB plans; โ Build a shareable geographic database to be accessed by the consultant team; โ Identify, collect and organize the data provided in item 12 of the PGIRS and PMSB Work Plan (Product 3.4) and other demands defined by the project coordination; โ Manipulate and process data according to the team's needs; โ Update and maintain a shareable database; โ Create graphs and maps for the diagnostic stage (products 3.5 and 3.9) and the Study of Solutions and Action Plan and Targets stage (products 3.8.1 and 3.12.1), provided in the Work Plan for the PGIRS and PMSB. โ Experience in geographic information systems (GIS). โ Organize, facilitate and report on workshops and public hearings to compose products 3.6 and 3.10 of the Work Plan; โ Create maps based on civil society recommendations; โ Revise maps from previous reports in accordance with civil society recommendations; โ Update and review the geographic database based on civil society recommendations. Qualifications/special skillsAcademic Qualifications: Required: โ Bachelorโs degree in Geography, Geosciences, Cartographic Engineering, Computer Science or related fields is required or additional 3 (three) years or relevant experience to the post, beyond the requirement. Experience: โ At least six (6) years of experience in data analysis and preparation of thematic maps. โ Professional or academic experience in topics related to public policies, public administration, sustainability, social and urban development, public spaces, articulation and coordination of stakeholders in the implementation of policies and projects is a differential. โ Experience in implementation of participatory workshops and its methodologies is highly desirable. โ Previous experience within the UN System would be an asset. Skills: โ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. โ Knowledge and experience with data collection and analysis is desired. โ Professional or academic experience handling geospatial data and software (ArcGIS or QGIS) is required. Knowledge Management โ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. โ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. โ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. โ The person will prepare databases related to the project running. โ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. โ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Additional InformationTravel details: The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office and OiC for Southern Cone Office. Missions will be coordinated and finances by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration SB-3/5: BRL 8.168,84 (net amount) per month/activity report.
