About this position

The objective of the consultancy is to support the Access to Information Section (SEC/ATI), which is part of the Office of the Secretary (SEC) of the Inter-American Development Bank (IDB) in carrying out the tasks that the Section is performing in the context of implementation of the IDBโ€™s New Access to Information Policy (AIP). To this end, the services to be provided under this temporary consultancy will cover the following areas, among others: (i) strengthening and consolidation of the coordination network within the Bank; (ii) ongoing training for personnel with broad coverage at all levels of the Bank; (iii) Policy dissemination and promotion; (iv) participation in creation and compilation of indicators; and (v) regulatory fine-tuning.

We are looking for an experienced, motivated and innovative Corporate Services Consultant. You will work in SEC/ATI. This team is responsible for the following functions, among others:

  1. Coordinate the implementation of the Policy with the various departments and units.
  2. Establish the guidelines and protocols needed for effective implementation of the AIP.
  3. Create monitoring and evaluation systems to ensure that documents are being properly classified.
  4. Provide support to the vice presidencies, departments, and units in the classification of information.
  5. Provide support to the Access to Information Committee (AIC) regarding AIP implementation.
  6. Coordinate responses to requests for information with the Public Information Center (PIC).
  7. Support SEC in its function as secretariat of the AIC and the External Review Panel.

    • Compile and systematize international jurisprudence on Access to Information as well as international best practices on the subject that can be used as an input for the implementation of AIP and its regulatory framework.
    • Perform analysis and present proposals to resolve any new AIP implementation issues with a view to strengthening coordination with the Bank's various units and departments.
    • Provide legal-technical assistance and analysis related to Access to Information issues on agreements or contracts performed by the IDB, as well as requests submitted to the Independent Consultation and Investigation Mechanism (MICI) to investigate allegations that the Bank has failed to comply with the AIP.
    • Participate in the preparation and drafting of the AIP Annual Report and presentations to the AIC and the Board.
    • Provide drafting for the AIP Guidelines and procedures for the application of the AIP's standards for use by Bank staff. Coordinate activities with the Bank's internal stakeholders to strengthen the coordination of tasks for SEC/ATI's implementation of the AIP.
    • Contribute to Bank staff training and development to ensure proper understanding and application of the AIP. In this regard, participate in the design and definition of contents and materials of the training programs that SEC/ATI conducts with Bank staff, especially related to the Public.
    • Contribute to action plans for the Bank's Access to Information/transparency initiatives, specifically related to the International Aid Transparency Index (IATI) and other cross-departmental activities.
    • Participate in the process of preparing and implementing indicators that will make it possible to measure the effectiveness of AIP implementation and the impact of information disclosure across the Bank.
    • Participate in activities to coordinate the development of the Agenda items of the IFIs Working Group annual meeting on Access to Information and Stakeholder's Engagement.
    • Support SEC/ATI in its work to support SEC in its capacity as Technical Secretariat of the AIC and the External Review Panel.

      What you'll need

      • Education: Masterโ€™s in public policies, international law, administrative law, international affairs, or other fields relevant to the responsibilities of the role.
      • Experience: At least 5 years of relevant professional experience with responsibilities in the public sector or international organizations working on development and/or implementation of access to information laws, policy framework, transparency, integrity issues, or related areas.
      • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

          • Citizenship: You are a citizen of one of our 48-member countries.
          • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
