Support High Level Steering Committee Meeting Preparations Work LocationKIGALI Expected duration4months Duties and ResponsibilitiesBackground The final evaluation of the UNSDCF (2018โ2024) underscored the need to strengthen monitoring and evaluation (M&E) systems through a more robust framework, regular reporting, and data-driven decision-making. To support the implementation of the new UNSDCF, this assignment provides technical assistance to UN agencies, Result Groups, the M&E Facilitation Task Team (M&E FTT), and Joint Programme leads. It ensures coherent planning and reporting through the effective use of UNINFO, complemented by inter-agency capacity building to enhance programme monitoring, compliance, transparency, and accountability across the UN system. In alignment with the UNCTโs commitment to addressing cross-cutting prioritiesโProtection from Sexual Exploitation and Abuse (PSEA)โthe assignment also supports implementation of the Management and Accountability Framework (MAF). Under the MAF, the Resident Coordinator leads collective PSEA efforts, including community-based complaint mechanisms and victim assistance services, integrating PSEA as a core UN responsibility. This assignment forms part of the Resident Coordinator Officeโs flagship programming initiative and contributes to the development and implementation of a unified UN data monitoring and reporting strategy in support of the 2030 Agenda for Sustainable Development. In addition, the Consultant provides technical support to the Joint Programme on Amplifying Digital Opportunities in Cross-Border Trade. Under the direct supervision of Data Management & Results Monitoring/Reporting Officer, the Coordination Consultant will undertake the following tasks: Duties and Responsibilities Coordination of United Nations County Team (UNCT) Results โข Contributes to the planning, monitoring, and reporting of UNCT results under the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2025-2029. โข Reviewing the applicability of yearly targets at outcome level and review financial 2025 reporting data โข Supports inter-agency efforts in results and progress monitoring and reporting on the UNSDCF and Joint Programmes, particularly through UNINFO. โข Assists UNCT focal points and results groups (RGs) in understanding, collecting, cleaning, and uploading data into UNINFO, and visualizing information using formats like texts, tables, maps, and infographics. โข Supports results groups in preparing qualitative inputs for UN INFO, ensuring alignment with key activities, indicators, outputs, and outcomes and support the RGs in preparing qualitative reporting of 2025 in the UN INFO platform; and ensures that the inputs are relevant to sub outputs, indicators, outputs and outcomes. โข Participates in data quality assurance, ensuring integration of QCPR, Gender, Human Rights, Humanitarian markers, Sustaining Peace markers etc. โข Contributes to quality assurance for the UNSDCF M&E Framework and supports results reporting to country, regional, and global levels. โข Assists the RCO focal point with UNINFO and contributes to developing the One UN Country Results Report. โข Monitors and reports bugs or glitches in the UNINFO system, liaising with support teams for resolution. โข Captures lessons learned from using UN INFO during planning and reporting and provides recommendations for system improvements. Support to UNCT PSEA Co-Chairs โข Contributes to the development and implementation of the One UN PSEA Task Force โข Supports coordination of the inter-agency PSEA Workplan 2026 โข Drafting and submission of 2025 PSEA End of Year Management โข Assists in promoting prevention and awareness initiatives for UN personnel, implementing partners, and beneficiaries. โข Supports efforts to strengthen survivor-centered response mechanisms, with a focus on victim support and stakeholder engagement. Joint Programme Support โ Amplifying Digital Opportunities in Cross-border Trade โข Provide high-quality technical support to the JP on Amplifying Digital Opportunities in Cross-border Trade, in the areas of policy coherence, joint planning, monitoring, evaluation, and reporting using RBM and programming principles. โข Coordinate timely and quality submission of monitoring, reporting and evaluation reports of the JP to the SDG Fund including Joint SDG Fund Questionnaires, mid-term review and quarterly progress reports. โข Support and prepare the relevant documentation for funds allocation to PUNOS as per approved JP. โข Provide support on the organization of the Joint Steering Committee Meetings. โข Provide technical support to the PUNOS in adequate planning, monitoring and reporting in UNINFO. โข Support documentation of lessons learned, sharing of good practices and the dissemination across RGs and UNCT Groups โข Collate on a quarterly basis knowledge product, lessons learned and best practices for assigned JPs and UNCT Groups and submit to the RCO Communication and Advocacy Officer to be posted on the One UN Website, MPTF Gateway, and reported in Turi Kumwe Newsletter. The Individual Contractor will be under the overall supervision of the Data Management, Results Reporting Officer, Sibylle Kamikazi. Qualifications/special skillsEducation: Bachelorโs degrees in development studies, International Development, Social Sciences, Project Management, Economics, or Statistics is required. A minimum of two years of progressively responsible experience in program management within humanitarian, development, and/or peacebuilding sectors. Demonstrated interest and/or at least one year of experience in program management within humanitarian, development, and/or peacebuilding sectors is desirable Previous experience and/or exposure to different cultures through studies, internships, or volunteer work is highly desirable. Experience with SDGs, humanitarian efforts, and/or peace is an asset, as is familiarity with the UN or other international development organizations is desirable. Strong oral and written communication skills, including excellent drafting, formulation, and reporting capabilities is desirable. Knowledge of communications for development tools and approaches is desirable Advanced computer literacy, including proficiency in MS Office applications, email/internet, database management, and office technology is desirable.
