IPAs around the world had to adapt and rethink traditional investment promotion strategies, FDI models, and priority sectors in which to target FDI to build back better and get back on a path towards sustainable development. A key part of this rethink has also been the shift towards packaging, vetting, and promoting investible opportunities. In this context, ESCAP has been supporting the ASEAN Secretariat in developing and implementing the ASEAN Regional Investment Promotion Action Plan, which is aimed at promoting ASEAN as one destination for investment in green transition sectors. This project is being funded through the UK Mission to ASEAN. The ASEAN Green Investment Catalyst programme, associated with ASEAN-UK GTF, a project specifically targeting the implementation of the RIPAP, and boosting institutional capacity and project offerings of investment promotion agencies regionally and nationally to attract investment in green transition sectors This ToR is for an IC to work with the Economic Affairs Officer of TIID to support the implementation of the RIPAP and to develop relevant knowledge products for the RIPAP and the ASEAN Green Investment Catalyst Project. Additionally, the contractor should work with the Economic Affairs Officer to implement the FDI to boost exports in Central Asia project. Under the overall guidance and supervision of the Economic Affairs Officer, Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division, the responsibilities are: The contractor is responsible for drafting and delivering a mapping of the RIPAP sectorโs regulatory and policy environment. They will develop three case studies on successful green FDI projects in ASEAN and draft guidelines for FDI project development in green sectors, as well as for creating gender-responsive and inclusive investment promotion material. The contractor will prepare three policy briefs aimed at enhancing the enabling environment for green investments and supporting research efforts to identify investible project opportunities. They will also draft a regional value proposition for the ASEAN Investment Forum 2025, conduct outreach to the private sector for RIPAP focal point meetings and the forum, and provide logistical support for these events. Additionally, they are tasked with monitoring and updating the AGIC MEL framework, drafting AGIC quarterly progress reports, and completing the annual CECP project report for 2024. The contractor will draft a programme for the SME and Digital Start-Up Boot Camp in Central Asia, deliver virtual training for the boot camp, and support the logistical and substantive organization of capacity-building workshops in Central Asia as part of the ITFC programme. Qualifications/special skills- Masterโs degree in economics, business administration or a related field. - 2 years of experience in foreign direct investment promotion and attraction. - Experience in working with the United Nations, and specifically with the United Nations Secretariat.
