Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent assists with various operations of the Contingent Owned Equipment (COE) of the field peacekeeping missions. The position is based in Port-au-Prince and is located in the Office of the Director, Mission Support in Contingent Owned Equipment Unit. The Contingent Owned Equipment Assistant, FS-5 will report to the Head of Contingent Owned Equipment Unit (COE Unit), P4. ResponsibilitiesWithin delegated authority, the Contingent Owned Equipment Assistant, FS-5 will be responsible for the following duties: • Briefs units on the requirements of the COE Manual in terms of COE and responsibilities for self-sustainment. Ensures that incoming units on rotation are fully briefed on the COE System on arrival, and are aware of their responsibilities. • Plans a timetable of Verification Inspections with units and brief them on the preparations required, and the procedures to be followed; Manages, coordinates and supervises the work of Verification Inspection Teams in order to ensure effective and timely conduct of inspections. • Briefs inspection teams on their duties and responsibilities pertaining to the inspection, and receives from them the necessary input for the preparation of the Verification Inspection Reports (VRs). • Maintains up-to-date details of unit major and minor self-sustainment equipment in the Uniformed Capability Management (UCM) System. • Drafts in consultation with Chief COE/MOU Unit, inspection VRs, accompanying covering notes, major equipment details, other associated documents, and other reports, and obtains the necessary signatures from the appropriate authorities by passing the reports to the Administrative Staff for action. • Maintains up to date comprehensive documentary and electronic files/records on day-to-day activities relating to units and their inspections, archives records and documents according to the Mission Archive Plan, be the Point of Contact with the UNHQ Uniformed Capabilities Support Division (UCSD) regarding UCM, and provision of reports in other software as required. • Reports any loss or damage to COE that could be subject to reimbursement by the UN, Oversees the issuance of UN owned equipment and UN services provided to units which should be self-sustained, and reflect as necessary in verification reports for financial reimbursement. • Assists Chief COE/MOU Unit as required with the preparation of briefing documents, ACABQ/Audit responses, budget preparation and any other related documentation; Maintains within the COE databases, inventories of COE held by all assigned formed units; Identifies in consultation with assigned unit staff, contingent commanders, and other appropriate mission and UNHQ staff, formed unit major equipment and self-sustained deficiencies and surpluses as compared to MOU requirements and recommend corrective action to meet agreed MOU or Mission operational requirements. • Maintains up-to-date Organization Charts on units detailing their organization by sub-units and deployment locations of vehicles, other major and minor equipment including crew served armaments. • Performs other duties as required. Training in a logistics related discipline in the area of transport, engineering, operations management, supply chain management or other relevant field is desirable. Work ExperienceA minimum of eight (8) years of progressively responsible experience in material management and logistics support related activities is required. Experience in the procedures related to the implementation and management in the field of MOUs is desirable. Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in inventory control practices and procedures is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either French or Spanish is desirable.
