The International Water Management Institute (IWMI) is seeking a well-versed consultant in water law and regulation in Iraq. IWMI is collaborating with national and international stakeholders to support communities in Iraq in strategically and sustainably leveraging water and energy resources through an integrated approach to enhance food security. Specifically, IWMI aims to contribute to the expansion of treated wastewater use in agriculture within the context of nature-based solutions (NbS).

The consultant will be responsible for reviewing and analyzing current policies, regulations, and standards in Iraq related to water quality, particularly irrigation water. The consultant will identify opportunities for expanded reuse in agriculture with different treatment processes, including nature-based (NbS) treatment methods. Additionally, the consultant will provide guidance on the endorsement, implementation, and enforcement of revised water laws and regulations.

DUTIES & RESPONSIBILITIES:

Support workshops, interviews, and field visits to gather data and engage with local communities. Review water treatment methods and analyze policies related to water reuse in agriculture. Conduct a comparative analysis of water reuse standards in Iraq and other countries. Co-develop policy amendments to enable expanded reuse through nature-based solutions (NbS). Facilitate consultations and science-policy dialogues to validate and promote proposed enhancements.

Requirements

EDUCATIONAL QUALIFICATIONS REQUIRED:

Essential:

MSc or PhD in water sciences, water policies, water quality, the wastewater industry, or a related field.

KNOWLEDGE & EXPERIENCE REQUIRED:

1. Technical Expertise:

Strong knowledge of water quality standards and wastewater treatment technologies in Iraq. Comprehensive understanding of policies, regulations, and governance frameworks related to water reuse in agriculture. Proficiency in conducting comparative policy analysis across different countries.

2. Analytical and Research Skills:

Ability to conduct literature and policy reviews effectively. Proficiency in synthesizing complex information into actionable recommendations.

3. Policy and Legal Guidance:

Expertise in drafting and advocating for policy amendments and regulatory frameworks. In-depth knowledge of the implementation and enforcement of water laws and regulations.

4. Cultural and Contextual Understanding:

Familiarity with the socio-political and environmental landscape of Iraq. Sensitivity to the needs and challenges of local communities and ecosystems.

SKILLS AND ABILITIES REQUIRED:

1. Stakeholder Engagement

Proven experience in conducting key informant interviews and facilitating science-policy dialogues. Strong communication skills for engaging diverse stakeholders, including government officials, local communities, NGOs, and the private sector.

2. Technology Proficiency

Familiarity with tools for data collection, analysis, and presentation.
