Work LocationRemote - Home-Based Expected durationSix months Duties and ResponsibilitiesOrganizational Setting The UN Convention on Biological Diversity (CBD), adopted at the 1992 Earth Summit in Rio de Janeiro, is one of the key agreements on a comprehensive strategy for sustainable development. The Convention has 196 Parties and three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The CBD Secretariat, administered by the United Nations Environment Programme (UNEP), is located in Montreal, Canada. Its main tasks are to arrange for and service meetings of the Conference of the Parties, including preparation of pertinent documentation, operation of the central node of the clearing-house mechanism, liaison and coordination with other international bodies and processes and, in close collaboration with these partners, the provision of technical support for the effective implementation of the Convention. COP-15 adopted the landmark Kunming-Montreal Global Biodiversity Framework, with ambitious targets on the mobilization of financial resources as the key to successful implementation of the framework. COP-16 further developed resource mobilization in the context of the Kunming-Montreal Global Biodiversity Framework by adopting a new strategy for resource mobilization. Decisions XII/3 of the Conference of the Parties established voluntary guidelines for safeguards in biodiversity finance mechanisms under the Convention and decision 14/15 provided further guidance. As part of resource mobilization decision 16/34, the Conference of the Parties requested the Secretariat to conduct a study on how the guidance on safeguards in biodiversity finance mechanisms adopted in the aforementioned decisions has been implemented. The main focus of this consultancy will be producing this study prior to the next meeting of the Subsidiary Body on Implementation. Duties and Responsibilities The consultant will directly report to the Programme Officer, Resource Mobilization, under the overall supervision of the Senior Programme Management Officer and Head of the Biodiversity Economy Transformation and Innovation Unit (BETI), Scientific, Society and Sustainable Futures Division (SSSF). Under the direct supervision and guidance of the officers above, the consultant will: (a) Prepare a brief scoping paper focusing specifically on the implementation of the guidance on safeguards in biodiversity finance mechanisms adopted in decisions XII/3 and 14/15, including (i) the identification of good practices and lessons learned, and (ii) opportunities for improving the implementation of that guidance; (b) Based on the sign-off of the above, prepare the actual study, reflecting the results of a desk review of relevant information and reference materials, as well as interviews with experts from governments, relevant international institutions, organizations and stakeholders. Qualifications/special skillsAcademic Qualifications Advanced university degree (Masterโs Degree or equivalent) in environmental management/governance/policy related sciences or related fields is required. Interdisciplinary exposure across environmental, social and/or economic disciplines is desirable. A first level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Working Experience A minimum of seven years of progressive experience on environmental policy development and associated natural resource/ecosystem management is required. Experience at the international level is desirable. Concrete experience working on traditional knowledge and with indigenous peoples and local communities is desirable.
