Work LocationHome based Expected duration3 Months Duties and ResponsibilitiesBACKGROUND The consulting process described below is part of a project to promote better solid waste management at a national level in Bolivia. This initiative, carried out in conjunction with the Ministry of Environment and Water - MMAyA by its Spanish acronym - seeks to generate more efficient processes through vari-ous components to ensure more sustainable processes. The project, in general terms, focuses on five main aspects: โ€ข Platform - Solid Waste Management Information System (SIGIR by its Spanish acronym)- : Con-sidering that it is a platform for reporting, control and decision-making at the national level, the tool will be updated to a more accessible version and according to the needs. The process includes the development and programming of the different modules in their online and offline versions, as well as the conceptualization of the different graphic and operational components required. โ€ข Inclusion of both formal and informal recyclers and waste collectors in the comprehensive solid waste management system: The project will establish a strategy for their support and incorporation, which includes training processes to improve working conditions in at least five selected recycler associations โ€ข Establishment of replicable models for the management and closure of open dumps: This includes a general national characterization of existing facilities based on available information. Additionally, the models must include technical frameworks that allow for their replicability across the territory. โ€ข Development of a local solid waste management plan in a municipality with a population of at least 15,000 inhabitants. At this point, support will be provided to a local government for the develop-ment of the plan in accordance with the requirements established by national regulations and the MMAyA, which includes the technical, financial, and legal components for its structuring. โ€ข Establishment of a pilot project for the establishment of a suitable facility for solid waste manage-ment in a municipality with at least 15,000 inhabitants. This includes design, structuring, and im-plementation, as well as developing training mechanisms for its maintenance, operation, and man-agement. RESPONSIBILITIES a.) Information and validation: โ€ข The consultant will be responsible for keeping the HUB Coordinator informed and having to ob-tain validation of his/her activities in the full project cycle. b.) Development: โ€ข Design and Development User Interface (UI) โ€ข Create wireframes and prototypes to visualize the structure and flow of the interface. โ€ข Develop forms for data capture, such as registering new users, generating reports, etc. โ€ข Collaboration with the other members of the team for an adequate articulation of the different re-sults and components that make up the project. โ€ข Provide high-level technical support when required, both by the counterpart and other members of the technical team. โ€ข Elaboration of a synthesis where the results obtained from the developed analyses are conde-scended. โ€ข Carry out those activities assigned by the HUB Coordination that correspond directly to the con-sultant's profile. โ€ข Permanent coordination with the members of the IT development team (back-end, full-stack, QA). โ€ข Attend meetings, workshops, and relevant spaces where their participation is required. โ€ข Accompaniment in the coordination and consultation with the corresponding entities. โ€ข Carry out knowledge transfer processes (workshops and trainings) to the multiple stakeholders involved. c.) Approval: โ€ข The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects. โ€ข Support the Hub Coordinator in the development of inputs for conceptual notes, project docu-ments, implementation plans and budgets, and in general all the documentation necessary for in-ternal approval of projects, following the provisions of the various manuals of procedures, inter-nal regulations, and regular channels established by the Agency. d.) Implementation: โ€ข Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy. โ€ข Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have. โ€ข Provide inputs for the systematization of the processes carried out and exchange of prac-tices and successful experiences with other HUBs in the region, with headquarters branches, counterparties and who appoints the UN-Habitat HUB Coordinator for Andean countries. โ€ข Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries. โ€ข Comply with the schedule of activities according to the guidelines of the HUB Coordinator. โ€ข When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders. e.) Knowledge Management: โ€ข The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization. โ€ข Propose formats and procedures that allow the efficient implementation of the Agency's projects. โ€ข The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. โ€ข Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. โ€ข Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia. โ€ข Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office. โ€ข The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate. โ€ข Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects. โ€ข Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities. โ€ข Identify strategic allies for the implementation of the New Urban Agenda in Andean countries. โ€ข Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development. f.) Others: โ€ข Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities. โ€ข The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. โ€ข The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity. Qualifications/special skillsBachelorโ€™s degree in Computer Science, Systems Engineering, or related fields. Postgraduate degree in areas related to Information Systems and/or Computer Security, and/or related fields or an additional five (5) years of experience relevant to the position would be accepted in lieu of the advanced degree. Minimum five (5) years of work experience in the development, monitoring and administration of infor-mation systems and scalable web applications, with a strong emphasis on the front-end and mobile de-velopment. At least two (2) years of experience in software development project management, applying agile methodologies (Scrum, Kanban) or traditional approaches (Waterfall). Knowledge in data analysis and visualization tools or libraries. Previous experience in the United Nations System will be considered an added advantage. Proficient in modern web and mobile development frameworks, including React, Vue.js, Next.js, Flutter, React Native and/or Android. Experience with front-end libraries and UI toolkits such as jQuery, Boot-strap, Material UI (MUI), and/or Tailwind CSS. Knowledge of data analysis and visualization tools or libraries is an asset. LanguagesThe language of the consultancy is Spanish and English, other official languages of the United Nations will increase score. Additional InformationThe selection process will consist of two stages: Technical evaluation, to evaluate the candidateโ€™s prac-tical skills in front-end development. Interview, to assess their technical knowledge, problem-solving abilities, familiarity with the technologies mentioned, as well as their communication skills and capacity to work in a collaborative, agile environment.
