Project Context and Scope
ย  The โ€œReintegration for Migrant Workersโ€ project, supported by the Embassy of Switzerland, focuses on strengthening reintegration support systems for returnee migrants. Many returnees face challenges in securing sustainable livelihoods after their return due to difficulties in having their skills recognized, accessing employment services, and receiving adequate social and economic support. These barriers often limit their ability to reintegrate into their communities and the labour market. To address these challenges, the project works to enhance the capacity of key stakeholders, including government agencies, civil society organizations, and the private sector. It aims to create an enabling environment where reintegration services are inclusive, sustainable, and aligned with local development priorities. By equipping service providers with the necessary tools and competencies, the project ensures that returnees receive the support needed to rebuild their lives and contribute meaningfully to their communities.

ย  Established in 1951, International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and part of the United Nations system. IOM is committed to ensuring orderly and humane management of migration, promoting international cooperation on migration issues, assisting in the search for practical solutions to migration problems, and providing humanitarian assistance to migrants in need. Its work focuses on saving lives and protecting people on the move, driving solutions to displacement and facilitating pathways for regular migration. The Migration Policy and Sustainable Development unit of IOM is seeking a consultant to support the Government of Bangladesh in drafting the Operational Guidelines for the Ministry of Expatriatesโ€™ Welfare and Overseas Employment (MoEWOE) and its associated agencies, including specific guidelines for engaging non-governmental reintegration service providers (Civil Society Organizations, NGOs and private sector), on sustainable reintegration of Migrant Workers ensuring that the guidelines are practical, inclusive, and aligned with international standards. The Government of Bangladesh (GoB), through the Ministry of Expatriatesโ€™ Welfare and Overseas Employment (MoEWOE), has formulated the draft National Reintegration Policy for Migrant Workers to promote sustainable and dignified reintegration of returnee migrant workers. To effectively implement this policy and ensure sustainable reintegration services delivery, the development of Operational Guidelines is required. These guidelines will provide clear procedures, roles, and responsibilities for relevant stakeholders to ensure coordinated and accountable implementation of reintegration support services.

The assignment will be carried out with technical support from the International Organization for Migration (IOM), in collaboration with the International Labour Organization (ILO)ย as the lead agency forย implementing the project and UN Women, and in close coordination with the Technical Working Committee formed by the GoB.

Scope of Work

The consultant will undertake the following key tasks:

Desk Review Review existing national policy and legal frameworks relevant to reintegration, particularly the Reintegration Policy for Migrant Workers. Analyze international best practices and standards for operational guidelines related to reintegration in the region. Stakeholder Engagement Gather insights from the key stakeholders, including government ministries and agencies, development partners, recruiting agencies, private sector, workersโ€™ organizations, and civil society organizations. Design tools (questionnaires/formats) for collecting qualitative and quantitative inputs. Work in coordinate with the consultant for developing action plan of the reintegration to ensure synergy and complementarity.ย  Consultations and Data Collection Conduct Focus Group Discussions (FGDs) and other consultations with relevant stakeholders, including returnee migrants and their families. Provide technical facilitation in one pre-draft and one post-draft validation workshop, as well as consultations, to be organized by IOM, with the technical committee. Drafting and Validation Draft the Operational Guidelines in consultation in coordination with the Technical Working Committee, IOM and other concerned UN agencies. Prepare and submit workshop and consultation reports as required. Revise and finalize the Operational Guidelines based on feedback from stakeholders and the MoEWOE Technical Committee. Prepare a summary of the finalized guidelines.
