Result of ServiceUnder the overall guidance of the UNCCT Chief of Countering Terrorism Section, the specific guidance of the Head of Countering Terrorist Use of Weapons Unit, and the supervision of the Programme Management Officer the incumbent will provide advice and transfer specialized knowledge of countering terrorist use of small arms and light weapons (SALW), improvised explosive devices (IED) and unmanned aircraft systems (UAS), with a focus on Central Asia, to support the implementation of the UNCCT project on โBuilding capacity in the field of eliminating the supply of weapons to terrorists in Central Asiaโ. The consultant will provide advise and recommendations to Member States to support enhancement of their national policies and procedures, related to prevention and response measures on countering terrorist use of SALW, IEDs and UAS. The consultant will work with related national security, law enforcement, CT and intelligence agencies to ensure the most tailored strategy is developed for this specific region. With a long term goal to support the states to eliminate the supply of weapons to terrorists in Central Asia, the consultant will provide recommendations on improvement of the national prevention and response measures, regional cooperation, including information management and information-sharing. Under the supervision of Programme Management Officer, the Consultants will ensure the delivery of the following: โข Review of methodology for data collection on prevention and response measures on countering terrorist use of weapons, in particular SALW, IEDs and UAS, integration of data previously collected by UNOCT, compiling the received information from the Member States, within the first month of the contract. โข Utilization of expertise and specialized knowledge of the subject matter to support the development of workshop materials/exercises and the participant profile for the five envisaged workshops (one per country) including supporting materials (necessary power-point presentations, handouts, pre-workshop and post-workshop evaluation questionnaires, etc.) within the second month of the contract. โข Utilization of expertise and specialized knowledge of the subject matter to contribute to the delivery of the first workshop on countering terrorist use of SALW, IEDs and UAS, and prepare a workshop report, providing analysis and strategic advice, including lesson learned, recommendations and identified additional workshop needs, within the third-forth month of the contract. โข Utilization of expertise and specialized knowledge of the subject matter to contribute to the delivery of the second workshop on countering terrorist use of SALW, IEDs and UAS, and prepare a workshop report, providing analysis and strategic advice, including lesson learned, recommendations and identified additional workshop needs, within the third-forth month of the contract. โข Utilization of expertise and specialized knowledge of the subject matter to contribute to the delivery of the third workshop on countering terrorist use of SALW, IEDs and UAS, and prepare a workshop report, providing analysis and strategic advice, including lesson learned, recommendations and identified additional workshop needs, within the fifth-sixth month of the contract. โข Utilization of expertise and specialized knowledge of the subject matter to contribute to the delivery of the fourth workshop on countering terrorist use of SALW, IEDs and UAS, and prepare a workshop report, providing analysis and strategic advice, including lesson learned, recommendations and identified additional workshop needs, within the fifth-sixth month of the contract. โข Utilization of expertise and specialized knowledge of the subject matter to contribute to the delivery of the fifth workshop on countering terrorist use of SALW, IEDs and UAS, and prepare a workshop report, providing analysis and strategic advice, including lesson learned, recommendations and identified additional workshop needs, within the seventh month of the contract. โข Utilization of expertise and specialized knowledge of the subject matter to review the draft of the Technical guidelines for Central Asia to facilitate the implementation of Security Council resolution 2370 (2017), within the tenth-twelth months of the contract. โข Provision of specialized technical analysis and preparation of one final comprehensive report for project activities including, including the outcome of the workshops, overall recommendations/suggestions for follow up and gaps identified for further support, within the fifteenth-sixteenth month of contract. โข Transfer of technical knowledge, strategic advice, expertise and technical support to the project and UNCCT activities on SALW, IEDs and UAS, including participation in technical meetings and workshops and preparation of materials and documents, throughout the contract. Work LocationOnline with travel Expected duration15 months Duties and ResponsibilitiesThe temporary job opening is for 65 working days, in the period from 15 February 2025 until 30 April 2026. The consultant will be home-based with occasional travels to Kazakhstan, Kyrgyzstan, Turkmenistan, Tajikistan and Uzbekistan. The consultantโs position is located in the Countering Terrorist Use of Weapons unit of the United Nations Counter-Terrorism Centre (UNCCT) which is part of UNOCT. The consultant is under general supervision of the Programme Management Officer. The consultant for reviewing the guidelines will provide strategic guidance and ensure that the United Nations agreed terminology and the approaches agreed in the Security Council and General Assembly resolutions and related agreements and international instruments on these specific categories of weapons and components, as well as best practices are used during the activities and in the deliverables of the project. In addition, the consultant will provide an expertise in the latest trends and tendencies in the development of countermeasures to counter 3D printing and the use of new technologies, specifically related to the three categories of weapons, globally. For that, the consultant needs to possess specialized expertise in abovementioned areas as well as experience of working for the United Nations system and providing strategic guidance and conducting analysis on this topic before the consultancy. The functions of a consultant will be results-oriented and will involve analysing problems, facilitating national workshops, preparing documents for meetings, drafting the guiding documents and recommendation, writing reports on the matters within the area of countering terrorist use of weapons on which their advice is currently sought. The purposes of the assignment are: โข Review of methodology for data collection on prevention and response measures on countering terrorist use of weapons, in particular SALW, IEDs and UAS. This methodology should also integrate data previously collected by UNOCT. โข Development and delivery of five (5) in-person three-day workshops in the Russian language for national authorities from Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) to discuss the measures related to the prevention and response of terrorist acquisition and use of weapons, in particular SALW, UAS and IEDs in Central Asia. โข Review of the draft of the Technical guidelines for Central Asia to facilitate the implementation of Security Council resolution 2370 (2017). This includes research, analysis of effective measures to prevent and counter terrorist acquisition of weapons, systems, and components and the collation of information collected in national workshops. The Consultant will perform the following functions: 1. Review of methodology for data collection on prevention and response measures on countering terrorist use of weapons, in particular SALW, IEDs and UAS, with integration of data previously collected by UNOCT. 2. Analyze the existing documents developed by UNOCT in the field of countering terrorist use of SALW, IEDs and UAS, provide advice and transfer specialized knowledge to support the development of methodology and national workshops. 3. Develop the workshop materials and ensure that the nominated participants meet the workshop requirements, prepare power point presentations, handouts, pre-workshop and post-workshop evaluation questionnaires. 4. Provide advice and specialized knowledge of the subject matter to deliver, in cooperation with UNCCT staff, five workshops (one per country) in each of Central Asian countries according to the workshop delivery schedule, and facilitate workshops as needed. 5. Provide advice and specialized knowledge of the subject matter to draft a post workshop report for each of the workshop. 6. Review the subsequent drafts of the Technical guidelines for Central Asia to facilitate the implementation of Security Council resolution 2370 (2017), research and analyze the effective measures to prevent and counter terrorist acquisition of weapons, systems, and components and the collation of information collected in national workshops. 7. Provide technical advice to the Programme Management Officer in the field of countering terrorist use of SALW, IEDs and UAS. 8. Support the development of a final comprehensive report including all implemented activities and outcomes, conclusions and recommendations. Qualifications/special skillsEducation: Advanced university degree (Masterโs degree or equivalent) in law, international relations, criminology, security, counter-terrorism or other related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the masterโs degree. ๏ง A minimum of five (5) years of established expertise in countering terrorist use of weapons, including at least one publication, is required. ๏ง Experience in delivering workshops and developing workshop materials is required. ๏ง Experience in working with law enforcement agencies and government officials is desirable.
