Productivity is traditionally estimated by statistical tools that assess the efficiency of how inputs (such as labour and physical capital) are converted into outputs (such as final goods) within an economy. Such quantitative analysis provides critical insights into the factors that drive long-term economic growth and allows for a detailed analysis of productivity trends of specific industries. This helps policymakers to identify key industries and develop strategies to enhance economic growth and development. Bhutanโ€™s growth accounting framework covering the period 1990-2014 was developed by the Ministry of Finance (MoF). There is a need to update this framework. At the same time, MoF is tasked to set industry-level productivity targets alongside with its budget allocation. As the MoF lacks an in-house capacity to independently maintain and produce industry-level productivity accounts, it is seeking ESCAPโ€™s support to enhance productivity accounts and technical capacity of its staff in this regard. At the request of MoF, the Macroeconomic Policy and Financing for Development Division (MPFD) is implementing a technical assistance project titled โ€œFostering economic growth through productivity enhancement and structural transformation in selected countries of Asia-Pacificโ€. Under the supervision of the Economic Affairs Officer of ESCAPโ€™s Macroeconomic Policy and Analysis Section/MPFD, the consultant will deliver the following outputs: โ€ข Lead the update of productivity accounts, including data validation, account structuring, and development of supporting files and databases. โ€ข Draft summary reports analysing the updated productivity accounts, emphasizing key trends and policy implications. โ€ข Develop training materials and participate (whenever possible) in workshops and training sessions in Bhutan to support knowledge transfer and build the capacity of Ministry of Finance officials. โ€ข Contribute to stakeholder consultations, as required. Qualifications/special skills1. Master degree/Doctorate degree in PhD in Business and Commerce or Economics 2. A minimum of fifthteen years of progressively responsible experience in economic analysis, productivity accounting, national accounts, or a related quantitative discipline. 3. Proven experience in developing or updating productivity accounts, including growth accounting frameworks, preferably at national or industry levels. 4. Strong background in data validation and statistical analysis, including the use of supply and use tables (SUT) and capital accounts in productivity estimation. 5. Demonstrated experience in drafting analytical reports that assess productivity trends and translate technical findings into policy-relevant insights. 6. Experience in designing and delivering technical trainings or capacity-building workshops, particularly for government institutions or public sector agencies.
