PurposeThe International Maritime Organization (IMO) is a specialized agency of the United Nations and frequently engages consultants to support key aspects of its work. Under the overall supervision of the Director of Technical Cooperation and Implementation Division, the consultant will provide technical maritime expertise on a project designed to support Ukraine in addressing critical gaps in maritime equipment and infrastructure that hinder compliance with IMO regulations through assessment of the conditions of existing maritime safety, navigation and security equipment and ground level assistance to the international consultants to the project
Duties and Responsibilities1. Conduct on-site visits to key ports, SAR stations, and maritime communication facilities and assess the condition of existing maritime safety, navigation and security equipment.2. Identify critical gaps in equipment availability and operational effectiveness and validate the list of equipment needs provided by Ukrainian authorities in the IMO Needs Assessment Report.3. Coordinate with Ukrainian maritime authorities, port operators, SAR teams, and security agencies and conduct structured interviews with maritime security personnel to assess practical challenges. 4. Gather expert opinions on technical and operational requirements for infrastructure upgrades. Document stakeholder feedback on funding needs and priorities.5. Cross-check equipment price estimates with local suppliers and procurement agencies. Identify potential local procurement options for maritime equipment. 6. Provide market analysis on the local availability and costs of critical maritime security and SAR equipment.7. Arrange logistical and administrative support for the international consultantsโ field visit. Accompany consultants during site inspections and facilitate translation and coordination.8. Ensure that all necessary documents, reports, and local insights are available for analysis.9. Submit weekly progress updates on data collections activities. 10. Provide a detailed report on field findings, including verified equipment needs, infrastructure gaps and cost estimates.11. Prepare a stakeholder consultation summary with key takeaways from interviews and site visits.12. Assist in the development of the final costing and scoping report by supplying validated field data.13. Participate in all project related meetings (remote and local), as needed
Required CompetenciesStrong background in the maritime, security, or port operations sector in Ukraine.Experience in data collection, field research, and stakeholder engagement.Familiarity with IMO regulations, maritime security operations, and SAR systems. Knowledge of procurement and pricing of maritime safety equipment.Strong report writing, analytical and time management skills.Fluency in Ukrainian and English for effective communication with local and international stakeholders.Ability to build and maintain effective working relationships with internal and external stakeholders, at all levels including in an international, cross-cultural context
ExperienceA minimum of 10 years progressive working experience in the maritime safety and security and port operations sector within Ukraine
EducationAdvanced university degree in maritime field, or maritime and port administration, business, law, or another closely related field is essential
Language SkillsProficiency in English and Ukrainian, both written and oral, is essential. Working knowledge of other UN languages would be an asset
OthersCompetent in the use of relevant IT applications including advanced skills in MS Office
