Organizational Context

Comprehensive risk management (CRM) is central to development planning. It provides countries with a shared understanding of the evolving nature of risk and helps to align national policies and actions on adaptation and disaster risk reduction, leveraging global efforts to realise the targets and commitments made under the Paris Agreement and the Sendai Framework. It promotes a holistic and integrated approach which recognizes the interconnectedness between climate change adaptation and disaster risk reduction and efforts to avert, minimize and address loss and damage. By ensuring that these efforts are aligned, the ability of communities, governments and institutions is enhanced to withstand the impacts of climate-related disasters.

Hosted by the IFRC and launched at the UN Climate Action Summit in September 2019, the Risk-informed Early Action Partnership (REAP) brings together an unprecedented range of stakeholders across the climate, humanitarian and development communities with the aim of making 1 billion people safer from disasters by 2025. In support of REAPโ€™s Target 1 โ€œ50 countries review and integrate climate/disaster risk management laws, policies and plansโ€, the REAP Secretariat and UNDRR are partnering to develop a global CRM report entitled โ€œCharting a Path Towards Resilient Futures.โ€ The report, under the oversight of the REAP Working Group on CRM, will trace the evolution of such approaches, and compile good practices and lessons, using case studies, thus offering a basis for future efforts in this area. The CRM Global report 2024 will also emphasize the power of collaboration, innovation, and political will in building a safer, more resilient world for generations to come.

The report, a key deliverable of the REAP Target 1 work plan, builds on existing CRM resources and UNDRRโ€™s CRM-related tools and technical assistance. It features substantive sections which have been drafted by thematic experts, while indicative case studies have been compiled.

Job Purpose

REAP is now seeking the services of a consultant to synthesize the report. This includes contributions to specific sections including an analysis of case studies, review of sections already drafted, producing key messages, and proposing recommendations.

Job Duties and Responsibilities

In authoring the Global CRM report \"Charting a Path Towards Resilient Futures\", the consultant will:

Experience in conducting comprehensive literature reviews, qualitative and quantitative analysis, and synthesizing findings into actionable recommendations for policy and practice.

Preferred

Experience in working with global climate change and disaster risk reduction frameworks, such as the Sendai Framework for Disaster Risk Reduction, the United Nations Framework Convention on Climate Change, and the Paris Agreement. Experience in engaging with diverse stakeholders across government, academia, and international organizations.
Knowledge, Skills and Languages

Required

Fluency in written and oral English.

Preferred

Knowledge of other languages, especially Spanish, French and/or Arabic is desirable as this will expand opportunities to identify good practices, analyze documentation and consult stakeholders from different backgrounds.
