Consultant for Green Entrepreneurship Ecosystem Mapping

GGGI, in partnership with the Government of Cรดte dโ€™Ivoire and with funding from KOICA, is implementing the GENIE Project. As part of the project, GGGI is commissioning a Green Entrepreneurship Ecosystem Mapping study to better understand the current landscape of green entrepreneurs and the ecosystem that supports them. The assignment will provide an in-depth view of existing green enterprises, their distribution across sectors and regions, the services available to them (e.g. incubation, financing, capacity building), and the gaps or constraints limiting their growthโ€”especially for youth- and women-led businesses. The research will adopt a mixed-methods approach, combine quantitative surveys and qualitative interviews and focus groups, to generate actionable insights and strategic recommendations. These findings will guide the implementation of the Greenpreneur Program under the GENIE project and contribute to a more inclusive and responsive green enterprise ecosystem in Cรดte dโ€™Ivoire.

Objectives of the assignment

The objective of this consultancy is to conduct a comprehensive mapping and diagnostic of the green entrepreneurship ecosystem in Cรดte dโ€™Ivoire. The assessment will focus on understanding the landscape of youth-led and inclusive green enterprises, the types of actors involved, the services and networks available to support them, and the key gaps and constraints that hinder their growth.

The Green Entrepreneurship Ecosystem Mapping will focus on:

Entrepreneurial Landscape: Mapping and evaluating the current state of green entrepreneurship in Cรดte dโ€™Ivoire, including enterprise typologies, growth trends, sectoral distribution, and the representation of youth and women. Ecosystem Actors and Services: Identifying and profiling key ecosystem players such as incubators, accelerators, technical support providers, networks, and financial actors actively supporting green entrepreneurs. Opportunities and Constraints: Understanding the lived experiences of green entrepreneurs โ€” their challenges, access to capital, capacity needs, and barriers to scaling โ€” particularly among underserved groups. Actionable Recommendations: Providing evidence-based recommendations to strengthen the ecosystem, improve service delivery, and inform future Greenpreneur program design and implementation.

SCOPE OF WORK

Phase 1: Inception and Methodology

The consultant will adopt a mixed-methods approach, combining quantitative surveys and qualitative stakeholder engagements to ensure a comprehensive and context-sensitive mapping of the green entrepreneurship ecosystem in Cรดte dโ€™Ivoire. Activities will include:

Develop a detailed work plan outlining key activities, milestones, and deliverables. Define a mixed-methods methodology, integrating both quantitative and qualitative tools: Quantitative tools will include structured surveys to capture enterprise characteristics, sector participation, access to support, and challenges across a representative sample. Qualitative tools will include key informant interviews (KIIs) and focus group discussions (FGDs) to explore deeper insights, lived experiences, and service delivery dynamics. Design a segmentation framework to categorize green entrepreneurs by: Sector (e.g., renewable energy, agriculture, circular economy, eco-tourism) Stage (early-stage, growth-stage) Demographics (youth-led, women-led, urban/rural, formal/informal) Prepare a sampling strategy for the quantitative survey to ensure at least 250 valid responses across multiple regions and profiles. Identify and shortlist stakeholders for qualitative interviews and FGDs (e.g., incubators, accelerators, financial actors, green entrepreneurs). Develop data collection tools including: A digital survey questionnaire (preferably Kobo Toolbox or similar) Semi-structured interview guides FGD facilitation notes Prepare an Inception Report summarizing: Final methodology Sector focus and geographic scope Stakeholder engagement strategy Data collection tools and ethics considerations Alignment with the GENIE Project objectives and timeline

Phase 2: Field Data Collection

The consultant will implement a mixed-methods data collection process combining structured surveys with qualitative engagements to capture both quantitative trends and in-depth ecosystem perspectives.

Quantitative Component:

Design and deploy a structured digital survey targeting at least 250 green entrepreneurs, SMEs and green sector professionals across Cรดte dโ€™Ivoire. Ensure diversity of respondents based on: Age and gender (with clear representation of youth- and women-led enterprises) Stage of enterprise (early-stage vs. growth-stage) Sector focus (e.g., sustainable agriculture, renewable energy, waste, eco-tourism, etc.) Geography (urban vs. rural, and across key regions) Surveys should collect data on business models, access to finance and support services, growth challenges, and scale potential.

Qualitative Component:

Conduct 15 to 20 Key Informant Interviews (KIIs) with ecosystem enablers such as incubators, accelerators, technical service providers, financial partners, and community networks. Organize at least 3 Focus Group Discussions (FGDs) with targeted groups of green entrepreneurs, including youth-led and women-led businesses, to capture nuanced experiences and ecosystem feedback. Supplement findings with a desk review of existing ecosystem studies, program reports, and relevant publications.

Data Validation:

Triangulate primary data with secondary sources to ensure quality and reliability. Submit cleaned datasets and interview/FGD summaries for GGGIโ€™s internal documentation and archiving.

Phase 3: Ecosystem Analysis and Mapping

Following data collection, the consultant will conduct a detailed diagnostic and mapping of the green entrepreneurship ecosystem.

Quantitative Analysis: Analyze enterprise data to identify trends, clustering by sector, business type, region, and entrepreneur profile. Examine key indicators such as access to finance, types of support received, growth barriers, and capacity needs. Qualitative Analysis: Synthesize insights from interviews and FGDs to explore entrepreneur experiences, perceptions of support systems, and gaps in service delivery. SWOT Analysis: Conduct a strengths, weaknesses, opportunities, and threats (SWOT) analysis of the ecosystem, with a focus on youth and women inclusion. Ecosystem Mapping: Visualize the structure and relationships among key actors (entrepreneurs, incubators, hubs, investors, technical partners, etc.). Highlight ecosystem strengths, weak links, and potential leverage points.

Phase 4: Report Development

Based on analysis, the consultant will develop a visually rich, insight-driven Green Entrepreneurship Ecosystem Mapping Report. The report will serve as a strategic tool for GGGI, KOICA, and national partners to guide future programming. The draft report will include the following (and is not limited to):

Executive summary and methodology Green entrepreneurial typologies and sectoral breakdown Profiles of key ecosystem actors Findings from surveys, interviews, focus groups, other qualitative engagements and SWOT analysis Ecosystem actor profiles and stakeholder maps. Key findings, data visualizations, and case illustrations. Recommendations to strengthen ecosystem coordination, inclusion, and support pipelines

The consultant will submit the draft for internal GGGI review and feedback before finalization.

Phase 5: Stakeholder Validation and Finalization

Organize and facilitate a stakeholder validation workshop with key ecosystem actors to present draft findings and test recommendations. Collect participant feedback and integrate revisions into the final report. Submit a final bilingual report (English and French) along with: A standalone executive summary All visuals, maps, and annexes Support any additional dissemination or presentations requested by GGGI.

Expertise required

Qualifications

Given the scope and multidimensional nature of the assignment, working with a team is highly recommended to ensure comprehensive coverage of the technical, contextual, and analytical components.

Academic and professional background, including: Advanced degree (Master's or higher) in a relevant field: Entrepreneurship, Development Economics, Sustainable Development, Business and Innovation, Environmental Management, or related disciplines. Minimum of 5 years of direct and demonstrated experience in designing and implementing ecosystem and market assessments or sectoral research, entrepreneurship studies, or market research projects in Africa or similar contexts. Demonstrated experience in mapping entrepreneurship ecosystems, especially in the green, circular, or informal economy. Experience working with or supporting youth- or women-led enterprises, incubators, accelerators, or innovation hubs. Experience working/collaborations with GGGI, UN agencies, World Bank, AfDB, or similar international organizations is highly desirable. Familiarity with entrepreneurship trends in sub-Saharan Africa, particularly in green or sustainable sectors. Strong quantitative and qualitative research capabilities, including: Survey design, sampling strategy, and tool deployment (online or in-person. Conducting interviews, focus group discussions, and ecosystem profiling. Data cleaning, managing and analyzing large datasets, descriptive analytics, and synthesis of qualitative insights. Running basic to intermediate statistical/econometric models (e.g., regression, correlation, cross-sector analysis). Ability to produce strategic and insight-rich reports with visual data (charts, maps, infographics, etc.) Communication and language skills Excellent writing and synthesis skills, with a proven track record of delivering bilingual outputs (English and French) for development partners, donors, or policy audiences. Strong oral communication skills, including facilitation of stakeholder workshops and presentations. Contextual and institutional Awareness Proven ability to work effectively in West African settings; prior experience in Cรดte dโ€™Ivoire is highly desirable. Understanding of local entrepreneurial ecosystems, innovation challenges, and support mechanisms available to early-stage ventures Technical tools Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Familiarity with survey and data tools such as Kobo Toolbox, SPSS, Stata, or equivalent. Experience using visualization tools (Power BI, Canva, or others) is a plus.
