The International Food Policy Research Institute (IFPRI) seeks to hire a consultant who can support policy analysis on fertilizer policy responses and options in Africa in the context of global food and fertilizer prices. The successful consultant will work with senior researchers to re-evaluate profitability of fertilizer in the context of recent surge in prices in Ethiopia and other African countries. The candidate should have strong quantitative skills and experience in impact evaluation as well as household surveys. The activities will mainly include: household and plot-level data analysis and writing of papers. Some of the immediate tasks will involve evaluating the implication of recent increase in food and fertilizer prices on profitability of fertilizer in Africa. The consultant will also be involved in other on-going projects in Ethiopia and other countries in Africa. The successful candidate will support senior researchers in assembling, cleaning and analyses of large household data. The successful consultant will be heavily involved in writing of journal articles and reports. The initial duration of the assignment is expected for 6 months.

Essential Duties:

Conduct fertilizer profitability analysis using advanced econometric techniques.

Manage and lead data analyses with limited supervision by senior researchers

Conduct literature review and draft papers

Draft reports and journal papers together with senior researchers at IFPRI

Contribute to the preparation of internal and external program reports and reviews.

Communicate research to a broad spectrum of stakeholders (researchers, academic, policy makers, local partners).

Required Qualifications and experience:

PhD Degree in Economics, Agricultural Economics, Statistics or closely related fields.

Extensive experience in household survey data analysis

Experience in publishing journal articles or reports

Excellent knowledge of microeconomic theory

Excellent knowledge in STATA and preferred prior knowledge in GAMS

Demonstrated fluency in written and spoken English and Amharic

Preferred qualifications

- Familiarity with literature agricultural policy landscape in Ethiopia

- Experience in Ethiopia and/or other African countries

- Familiarity with the literature on fertilizer policies and fertilizer subsidies

- Knowledge of local language

Main deliverables: The successful candidate will closely work with the research team to deliver the following outputs.

Clean data and build do-files for estimating profitability of fertilizer in Ethiopia

Analyze household and plot-level panel data and estimate the profitability of fertilizer in Ethiopia under various scenarios

Draft paper on fertilizer policy response and options

Contribute to journal paper on fertilizer policy response in Africa.

Assemble micro and household data for microsimulation analysis

Conduct microsimulation analysis

Conduct literature review
