Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

To support the production and use of gender statistics across Asia and the Pacific, UN Women is implementing its flagship programme Making Every Woman and Girl Count (Women Count) across the region. Women Count aims to create a radical shift in how gender statistics are used, produced and promoted to inform policy and advocacy on gender equality. In Asia and the Pacific, the programme prioritizes three key areas of work, including the creation and use of environment statistics, womenโ€™s economic empowerment statistics, and statistics calculated from big data and non-conventional data sources. The consultant will support the implementation of Women Count activities pertaining to environmental and economic statistics.ย 

In particular, the consultant is expected to support the development of a conceptual framework, a set of guidelines, and a working group to advance measurements of the System of Environmental-Economic Accounts (SEEA) from an individual perspective. The SEEA integrates economic and environmental data to quantify the interrelationships between the economy and the environment, including the stocks and changes in stocks of environmental assets and how they benefit humans. The SEEA relies in internationally agreed definitions and classifications, following an accounting structure similar to the System of National Accounts (SNA), to produce internationally comparable statistics and accounts. As such, it is a flexible system that can be adapted to countries' needs, but it relies mostly in macro-level measures at the household level. Because different population groups interact with the environment differently, exploring the specific contributions of individuals to the environment, and vice-versa, can shed light on some inequalities in access to and use of resources, and on the contributions of individuals towards environmental conservation and degradation.ย 

The availability of a framework that builds on individual-level statistics, to aggregate the contributions of women and men, people with different ethnic backgrounds, or people of different ages to the environment, can help establish policies that address the connections between the economy and the environment, while implementing the principle of leaving no one behind (LNOB). Notably, it can help improve access to environmental services and resources for different population groups, contribute to better managing supply and demand of environmental resources and reduce negative impacts on the environment, including improving the state of ecosystems. Finally, this LNOB approach can contribute to enhancing how different population groups mitigate and adapt to environmental hazards and extreme events.ย 

To propose options that may enable countries to apply the SEEA from an LNOB perspective, UN Women plans to convey a brainstorming group, bringing together experts from international organizations, think tanks, and national statistics offices in different countries with experience in implementing SEEA and where the achievement of equality, including gender equality in the context of environmental management, remains a policy priority. Through a series of consultations, the experts are expected to agree on a series of suggestions for improving the SEEA application and reflect inequalities across population groups.ย 

In connection to the above, the consultant (who will report to the Regional Gender Statistics Specialist) is expected to deliver the following outputs:

To facilitate Member Stateโ€™s work to implement the SEEA at the individual level, the consultant is expected to design a conceptual framework for implementing the SEEA with individual level measurements, to draft a set of methodological guidelines informed by national good practices, and to contribute technical inputs to the meetings of the Working Group.ย 

Activity 1: Conceptualize and prepare technical materials for the Working Group on Implementing the SEEA from a LNOB perspective

Provide technical inputs to the establishment of the Working Group on Implementing the SEEA from a LNOB perspective.ย  Present technical materials and provide technical leadership to the meetings of the Working Group to identify good practices across countries, and gather feedback in the development of technical guidelines. Prepare presentations and materials and co-facilitate the working group meetings. Draft short (1 page) summaries of key decisions made during meetings of the Working Group.ย  Work with relevant national stakeholders to identify relevant national data practices on implementing the SEEA at an individual level.ย  ย  ย  ย  ย  ย  ย  ย  ย  ย  ย 

Activity 2: Design a conceptual framework for implementing the SEEA from a LNOB perspective

Support the socialization of the framework with key stakeholders.

Activity 3: Draft a set of methodological guidelines for implementing the SEEA from a LNOB perspective

Required Qualifications

Education and Certification:

Masterโ€™s Degree in statistics, mathematics, economics, environmental sciences, social sciences, demography, development studies or related fields A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum 7 years of work experience on calculating environmental and economic statistics, with at least 5 years of experience working with the System of Environmental-Economic Accounts. Experience analyzing, producing, or reprocessing micro data in coordination with national government institutions, is required. Experience in guiding and contributing to expert groups and working groups with government representatives is required. Familiarity with inequity and gender frameworks is desirable. Experience in economic or environment statistics in the Asia-Pacific region, as well as at the global level, is desirable.

Languages:

Fluency in English is required. Exceptional communication, diplomacy and writing skills in English are required.
