Result of ServiceUnder the overall supervision of the Chief of Sustainable Demographic Transition Section or her designate, and with support from colleagues in DESA and ECLAC, the consultant is required to develop content for a self-paced and partly interactive e-learning course on moving from NTAs to NIAs in order to develop evidence-based, intergenerational policies for inclusive and sustainable economic growth in the context of population ageing in the Asia-Pacific and Latin America and the Caribbean regions. The e-learning course should consist of three modules, each to take about 45-60 minutes for completion and with wrap ups and quizzes at the end of the modules. The first module should cover how to estimate NIAs, building on NTA work. The second module should draw from the country case studies from the project in question to communicate the results of NIAs in different countries. Building on the previous modules, the third should explore how to use NIAs to inform public policies. This would include how NIAs can contribute to long-term planning in the context of demographic (particularly population ageing), climatic and technological changes, as well as promoting intergenerational solidarity and ensuring equitable outcomes across socioeconomic groups. The consultant should make a presentation on the e-learning course and take note of feedback from participants at a hybrid meeting to test the course. The consultant is also to work with the technical consultant being hired to transfer the e-learning course into an online format before the above-mentioned meeting for testing, and after it for final rollout. To assess gaps across population groups and deliver on this promise requires data disaggregation beyond averages. Disaggregation is especially important in addressing the twin goals of inclusion and sustainability in the context of population ageing. As noted in the report from the UN Economists Network (2020), population ageing is a global megatrend which presents important economic, fiscal and social challenges and opportunities. Population ageing has been rapid in both Asia and the Pacific and Latin America and Caribbean. The provision of technical assistance to Member States in the estimation and use of new systems of disaggregated National Accounts is part of the capacity development effort of the UN Economic Commission for Latin America and the Caribbean (ECLAC) and the UN Economic and Social Commission for Asia and the Pacific (ESCAP), in accordance with their mandates to provide assistance to Member States in enhancing population and development policies and plans. The 2002 Madrid International Plan of Action on Ageing (MIPAA) is the global guiding document on population ageing which aim at โbuilding a society for all agesโ. One of the priority directions of MIPAA, โolder persons and developmentโ, addresses decent work and the ageing workforce, intergenerational solidarity and income security, social protection/social security and poverty prevention. These topics are closely related to National Inclusion Accounts. In accordance with General Assembly and ECOSOC resolutions, regional commissions (including ECLAC and ESCAP) supported member States in conducting national reviews of MIPAA and convening regional reviews in 2022, leading up to the global review at the Commission for Social Development, in 2023. In this context, the technical documentation, tools and training activities to be developed/undertaken under the project in question would enhance the evidence base in following up to the last MIPAA reviews and in anticipation of the 2027 Asia-Pacific and Latin America and the Caribbean regional reviews. To enhance capacity of governments in the Asia-Pacific and Latin America and the Caribbean regions to develop evidence-based policies for inclusive and sustainable economic growth in the aforementioned context of socioeconomic development and population ageing, and build upon National Transfer Accounts (NTA), National Inclusion Accounts (NIAs) disaggregate national economic statistics by age and socioeconomic status. NIAs help identify and describe how economic resources are shared between population groups. This type of accounting is needed for long-term forecasts of the costs and funding sources for social protection, education and health-care programmes to ensure their fiscal sustainability and distributional equity. This aforementioned background informs the UN Development Accountโs 15th tranche project, โInclusive and sustainable economic growth in a society for all ages in the post-COVID-19 era in Asia and Latin America and the Caribbeanโ, implemented by the Population Division of the United Nations Department of Economic and Social Affairs (DESA), ECLAC and ESCAP. The project aims to strengthen capacities of governments to use NIAs for evidence-based policymaking in eight target countries. Four countries are in Asia and Pacific (Lao PDR, Malaysia, Maldives and Viet Nam), while four countries are in Latin America and the Caribbean (Colombia, Costa Rica, Jamaica and Uruguay). In moving ahead, and in the context of this consultancy, an e-learning course will be developed to act as an up-to-date, informative knowledge tool to understand the benefits of using NIAs as an extension of NTAs. The e-learning course will be mainly informed by the National Inclusion Accounts Manual developed by DESA and other sources; it will also draw from knowledge products developed by ECLAC and ESCAP as part of the project. Where possible, the e-learning course should be grounded in the key messages of MIPPA and the 2030 Agenda, as well as mainstream topics such as gender, disability and intergenerational issues. Qualifications/special skillsUniversity degree in social sciences, demography, statistics, community development, or similar is required. Established work experience of at least 6 years related to NTAs and NIAs is required. Experience in developing e-learning courses is desirable. Established record of conducting research on NTAs and NIAs, as well as sociodemographic issues is required. Excellent experience in working on population and development issues and drafting papers in social demography, population ageing, health or gender required. Understanding of the 2030 Agenda for Sustainable Development other relevant documents, such as the Madrid International Plan of Action, is desirable.
