Project Context and Scope
ย Human Trafficking and exploitation remain critical concerns in the Pacific, particularly amid growing labour mobility and migration. While legal and institutional frameworks exist, significant gaps persist in coordination and response mechanisms for identifying and assisting victims of trafficking and smuggled migrants. Vanuatu is evolving into a high-mobility country: Ni-Vanuatu workers are increasingly engaged in overseas labour schemes, while rising numbers of migrant workers, particularly from Asia, are entering the country to fill labour market gaps. This dynamic heightens the need for a coordinated and comprehensive approach to migrant protection, trafficking, and smuggling in Vanuatu. The International Organization for Migration (IOM) Mission in Vanuatu, through its Implementation of the National Action Plan to Combat Trafficking in Persons project funded by the IOM Development Fund, is working with government and partners to strengthen the national response. This consultancy will support the development of a National Referral Mechanism (NRM) for Victims of Trafficking and Smuggled Migrants in Vanuatu, designed to ensure timely, survivor-centered, gender-sensitive, and rights-based support. The NRM, supplemented by Standard Operating Procedures and Resources, will provide clear procedures for victim identification, referral, protection, and reintegration, reinforcing a whole-of-government and whole-of-society approach.

ย Under the overall supervision of the IOM Vanuatu Chief of Mission and in coordination with National Programme Officer, the consultant is expected to:
ย Performance should be assessed according to the tangible and measurable outputs of the work assignment above. Education ย The qualified candidate should possess: Masters Degree in Law, National Security, Strategic studies, International Affairs, Political Science, Human Rights, Migration Studies or a related field from an accredited academic institution; Bachelor degree with at least five (5) years of progressively responsible work in the field of migration, protection legislations, policies and procedures, countering trafficking in human beings, preventing gender-based violence, establishing referral mechanism. Experience Demonstrated experience and understanding of migration protection, countering trafficking in human beings and preventing people smuggling in the context in Fiji, Tonga and Vanuatu and the wider Pacific; Prior experience in the development of action plans, strategic plans and organizational capacity assessment tools; Experience in working with relevant government agencies will be considered an advantage; Capacity to work independently and with minimal supervision; Personal commitment, efficiency, and flexibility; Prior experience with IOM or a relevant UN agency will be considered an advantage. Skills Strong organizational and time management skills, and ability to multi-task and deliver under tight timelines; Strong intrapersonal skills demonstrated by the ability to work in multi-cultural, multi-ethnic environments with sensitivity and respect for diversity; Fully computer literate; Excellent written and oral communication skills. ย Languages ย IOMโs official languages are English, French and Spanish.
