International Water Management Institute (IWMI) on behalf of Global Water Partnership - South Asia (GWP-SAS) seeks applications from suitably qualified candidates for a consultancy assignment to perform the tasks of Communication, Learning & Knowledge Management Expert at Global Water Partnership Secretariat under the project titled \"Sri Lanka Green Climate Fund (GCF) Readiness Project\".

Background

The Global Water Partnership\u2019s vision is a water secure world. Our mission is to support the sustainable development and management of water resources at all levels.

In November 2021, the Green Climate Fund (GCF) approved a proposal for Sri Lanka under the Readiness and Preparatory Support Programme to \u2013 strengthen Direct Access, build capacity of the NDA and GCF programming stakeholders on pipeline advancement and project development including by establishing a Project Development Working Group (PDWG), operationalize NDA data portal, strengthen NDA\u2019s engagement with stakeholders, develop a climate-smart green growth strategy for the country, and develop 3 GCF concept notes.The Global Water Partnership Organization (GWPO) is supporting Sri Lanka as a Delivery Partner for this Readiness project and is responsible for overall supervision of its implementation. The Readiness project activities are executed under the technical advisory & guidance and financial management of GWP South Asia Regional Water Partnership (GWP SAS RWP), based in Colombo, Sri Lanka. GWP SAS is hosted by the International Water Management Institute, which provides all financial management and administration support for the project. Activities on the ground are executed by a dedicated Project Management Unit (PMU) hosted at GWP SAS. The PMU is comprised of three national experts \u2013 a national project coordinator, a policy expert, and a gender and social inclusion expert.

The main government counterpart for this project is the Ministry of Environment Climate Change Secretariat (MoE CCS), which is also the GCF National Designated Authority (NDA) for Sri Lanka.

Scope of Work

Prepare Communications, Knowledge Management, and Learning Strategy to cover all aspects of the project - https://www.greenclimate.fund/document/strengthening-capacity-direct-access-entities-daes-nda-and-gcf-project-programming Identify specific communications, KM, and learning activities and deliverables in the Communications, Knowledge Management, and Learning Action Plan. Some indicative communications, KM, and learning deliverables related to the main outputs of the project are as follows: KM and communications activities to promote and support the Direct Access Accreditation Helpdesk. KM and communications activities to support activation and engagement of the Project Development Working Group (PDWG). Tools to enable operationalization of the enhanced NDA Stakeholder Engagement Strategy KM and promotional materials for the NDA data and information portal Communications and stakeholder engagement support for the Climate-Smart Green Growth Strategy Communications and stakeholder engagement support for the development of 3 GCF concept notes

Duration: 12 months

Fee: Maximum of LKR 2,700,000.00. Payments will be made on satisfactory completion of the agreed deliverables.

Your application must include a copy of your detailed curriculum vitae highlighting past projects where communications, KM, and learning services were provide at strategic and operational levels (indicate project title, funding source, your role on project, your results), a two page motivation letter which addresses why this position interest you, and why you think you are qualified for it, and a writing sample (past communications product authored by you).

Requirements

Interested applicants are required to have the following qualifications and experiences at minimum:

At least a combined 7 years\u2019 experience in developing knowledge management and communications strategies, action plans, products, and dissemination campaigns on climate change, natural resources, or environmental management, or similar. Post graduate level qualifications in development studies, economics, environmental sciences, climate sciences, sustainable development, water management or related field preferable. Demonstrated track record of leading communications and KM in development projects, via employing a variety of media, in Sri Lanka a must. Past experience in tracking stakeholder learning highly desirable. Familiarity with GCF Readiness and Preparatory Support Program a must. Demonstrated experience in facilitating multistakeholder engagement and partnership development. Fluency in English - speaking, writing, and reading. Knowledge of Sinhala or Tamil a plus. Demonstrated attention to detail and ability to lead, coordinate and manage multiple tasks. Demonstrated ability to adapt to challenges on the ground, with a track record of ensuring delivery of results. Demonstrated use of digital technology for effective completion of tasks with remote teams
