IOM supports the efforts of States, at their request, to fulfill their responsibilities as duty bearers.ย  ย  Thailand continues to strengthen its efforts to protect victims of trafficking (VOTs) in line with international standards, ensuring victims are protected and assisted tailored to the specific needs of VOTsย Under the Five-Year Action Plan to Combat Human Trafficking, the government aims to deepen its collaboration with civil society organizations (CSOs) to enhance victim protection. A key target is to increase the number of officially registered CSO partners by 50%, enabling broader delivery of protection services such as shelter, mental health and psychosocial support, and legal assistance. ย  To support the Thai government efforts, IOM in close coordination with the Division of Anti Trafficking in Persons (DATIP) under the Ministry of Social Development and Human Security (MSDHS) aims to conduct assessment to identify opportunities and barriers in in establishing a cooperative framework for protection. ย ย 
The consultancy will contribute to the ongoing project implemented by the Protection and Border Governance Unit of IOM Thailand. ย 

Objectiveย 

The primary objective of this consultancy is to assess the current landscape of collaboration between the Thai government and civil society organizations (CSOs) in delivering protection services to VOTs, with the aim of identifying opportunities, gaps, and barriers to establishing a sustainable and effective cooperation framework. The assessment will inform strategic recommendations to strengthen multi-stakeholder coordination, enhance service delivery, and align protection efforts with international standards.

Responsibilities and Deliverables

Develop detail inception report and submit to IOM by the fourth week of Aug 2025.Develop assessment report highlighting the issues and recommendation to address the issues, and submitted to IOM for internal review by second week of Oct 2025.Present the findings to DATIP and relevant actors by the fourth week of Oct 2025.Undertake the revision of the report and submit the final report by end of November 2025ย Performance indicators for the evaluation of results Satisfactory completion of all tasks listed above.Timely submission of all key deliverables listed above.Adherence to IOM Brand Guidelines and other visibility requirements.Quality of final products.ย  Education Masterโ€™s degree or higher from an accredited academic institution.Experience At least 10 years of experience in counter-trafficking and migration issues in Southeast Asia.Possesses knowledge and skills on gender sensitivity lens and right based approach.ย Significant practical experience and knowledge of working with diverse national stakeholder groups, including with government partners on the development of networks, working groups, common standards and procedures, advocacy and technical capacity development on migration related issues.Experienceย working with an international or intergovernmental organization.Experience working with the Thai Government or other Southeast Asia countries is an advantage.Skills Excellent analytical and reporting skills.Ability to work effectively in a politically sensitive environment and exercise discretion, impartiality, diplomacy and neutrality.Excellent presentation and representational skills.Capacity to work independently with minimal supervision.Personal commitment, efficiency, and flexibility.Gender-sensitive, culture-sensitive, and able to work with colleagues from diverse cultural backgrounds.Demonstrated ability to work under pressure and meet deadlines.Excellent language and communication skills (English).Languages Fluency in Thai and English (oral and written) is required.IOMโ€™s official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.ย Travel required Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOMโ€™s travel policies, including IN/6.
