DUTIES AND RESPONSIBILITIES
- INCEPTION REPORT: conceptual framework that will be used to undertake the evaluation, detailed approach for data collection and evaluation methodology (including an evaluation matrix with evaluation questions, sub-questions, indicators, sources of information), work plan for the evaluation, outline of the evaluation report, list of stakeholders to be interviewed virtually, survey questionnaires and interview protocols (as required) no later than four weeks after signing of the contract.
- PRESENTATION: the consultant presents initial findings to WMO at the end of the interviewing period.
- EVALUATION REPORT: a draft with a maximum of 40 pages in English (excluding annexes) and include at minimum:
- Purpose and scope of the evaluation.
- Evaluation methodology and limitations.
- Key findings, lessons learnt, evidence, conclusions (per evaluation criterion).
- Recommendations for future phases of the CREWS Haiti project implementation (related to monitoring, evaluation, communication, steering and implementation).
- FINAL EVALUATION REPORT: consultant revises report with audit trail detailing how all received comments have (and have not) been addressed in the final evaluation report. QUALIFICATIONS
Education
Master's degree or Equivalent (PHD would be an advantage) in environmental sciences, climate change, disaster risk management, economics, or a related field.
Experience
- A minimum of 5 years of experience working in the design, management and evaluation of development projects (incl. results-based management), experience in designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports.
- Project evaluation experience (results-based management evaluation methodologies for instance).
Other requirements
- Adherence to the UN code of conduct for evaluators.
- Project evaluation/review experience within the United Nations System.
- Experience working in the Caribbean region is required, experience on early warning systems and relevant sciences is desired.
- Experience in gender sensitive evaluation and analysis and demonstrated understanding of issues related to gender is an asset.
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.
