How can you make a difference?
In Thailand, the Department of Climate Change and Environment (DCCE) under the Ministry of Natural Resources and Environment, recognizes the key role of children and youth in advancing climate solutions and contributing to long-term environmental sustainability. Meaningful youth engagement is essential to the success of national climate strategies, including the National Adaptation Plan (NAP) and other key policy frameworks.
As part of the joint work plan between UNICEF and DCCE, four regional forums titled โChildren & Youth Forums: Driving Climate Change and Environmental Action at the Local Levelโ will be held across Thailandโs North, Northeast, South, and Central regions. Each forum will span two days and one night, engaging approximately 84 children and young people (336 total). The forums aim to amplify youth voices on environmental and climate issues, build their capacity for local climate action, and strengthen youth-led initiatives and networks. This process will help ensure that the perspectives of young people, particularly from provincial and rural areas, are better reflected in national and global climate governance.
In this context, UNICEF Thailand Country Office (TCO) is seeking to engage an individual consultant with strong expertise in knowledge management and documentation to support the capture of key discussions, insights, and reflections from the four regional forums. The consultant will be responsible for collecting and organizing inputs from participating children and young people and producing four regional reports and one consolidated national report.
The findings and recommendations from these reports will be synthesized to inform ongoing policy dialogues at both regional and national levels. Insights gathered from the forums will be shared with the Department of Climate Change and Environment (DCCE) and relevant stakeholders to support the integration of youth perspectives into the implementation of Thailandโs National Adaptation Plan and other climate-related strategies. Additionally, the consolidated national report will contribute to regional platforms and global advocacy efforts, ensuring that the voices of Thai children and youth are represented in broader climate governance processes.

Work assignment and deliverables:
Assignment 1: Prepare report of 1st Regional Forum
This assignment includes the following tasks:
Review relevant national climate strategies and policies, including the National Adaptation Plan (NAP) and Thailandโs Action for Climate Empowerment (ACE) Plan, to effectively link youth insights and recommendations to these frameworks. Participate in the first regional forum, tentatively scheduled for 28โ29 May 2025 in Ubon Ratchathani province. Collect data and insights from youth participants using a reporting template provided by UNICEF. Draft the first regional report in English, according to the template provided by UNICEF. The report will include, but not limited to: Forumโs objectives, participants (quantitative disaggregated information and profile of participants) and agenda. Local climate issues identified by youth (e.g., drought, flooding, pollution, etc.) and how these challenges impact their lives. Existing mechanisms for youth engagement in climate action at regional level. Structural and social challenges youth face in engaging with climate policy (e.g., lack of access, limited platforms, age-based discrimination) and identification of gaps where youth voices are currently underrepresented. What kind of future youth want in relation to climate resilience and sustainability and examples of how they wish to contribute (e.g., through innovation, campaigns, community action). Concrete proposals to strengthen youth participation in local and national climate action, policy planning, and monitoring. Ideas for institutionalizing youth engagement in climate governance (e.g., youth climate councils, advisory roles, school-based climate education). Feedback from youth on the forum process, what they learned, and how they want to stay involved. Suggestions for improving youth inclusion in future governance processes.Expected deliverable: First Regional Report in English.

This assignment involves producing one national report that synthesizes the outcomes of all four regional forums. Tasks include:
Analyze and integrate key findings from the four regional reports to identify common themes, shared concerns, and collective recommendations from youth across Thailand. Include demographic analysis of participants (age, gender, region) to reflect the diversity of voices represented. Summarise youth insights and recommendations, linking this to relevant national climate strategies and policies, such as the National Adaptation Plan (NAP) and Thailandโs Action for Climate Empowerment (ACE) Plan. Highlight opportunities for incorporating youth perspectives into national and global climate governance processes. โข Previous experience of working with government or the United Nations.
โข Demonstrated professional expertise in environmental issues.
