UNICEF East Asia and Pacific Regional Office is seeking individual consultants to support UNICEFโs emergency preparedness, response and recovery as well as disaster risk reduction (DRR) activities in the field on an โas neededโ basis, with the aim of establishing a roster of pre-approved Emergency Consultants across key capacities.
Work assignments:
On Preparedness and Response:
โข Provide timely and effective support to COs and the RO on preparedness, risk monitoring and the roll-out of UNICEFโs updated Emergency Preparedness Platform (EPP 3.0).
โข Build and strengthen the capacity of UNICEF staff, partners and government counterparts in Emergency Preparedness and Response, including anticipatory action approaches.
โข Contribute to the humanitarian action agenda and support the roll-out of the UNโs Humanitarian Reset and UN80 decision as they relate to UNICEFโs management, programmes and operations.
โข Provide support for RO coordination and information management for ongoing and sudden onset emergencies.
On Humanitarian Partnerships and Resource Mobilisation:
โข Develop and coordinate implementation of a Regional Humanitarian Partnerships and Resource Mobilization Strategy for Humanitarian Action and Disaster Risk Management.
โข Support engagement with strategic partners at the regional level, including through interagency platforms, inter-governmental organizations, and regional bodies (e.g., ASEAN), and coordinate the development, implementation and monitoring of joint action plans with key partners.
โข Provide strategic and technical guidance on Public Private Partnerships for Business and Community Resilience, Emergency Preparedness and Response, and Disaster Risk Reduction, including building partnerships with relevant private sector partners.
โข Plan, coordinate and/or support the implementation of relevant advocacy, policy advisory, and/or capacity building activities relevant to IGOs, PPPs and other inter-agency platforms.
On Accountability to Affected Populations (AAP) in Humanitarian Environments
โข Provide technical support and capacity building to UNICEF Country Offices and partners in shaping emergency preparedness and response plans to be more inclusive, responsive, and community driven.
โข Support the integration of AAP in humanitarian cash programming and UNICEFโs interagency engagement in line with Humanitarian reset emphasis on a shift toward people-cantered, locally led, and collective approaches to humanitarian effectiveness
โข Develop and support the implementation of a Regional AAP strategy to integrate AAP into country strategies, programme design, staff training, monitoring, evaluation and reporting
โข Support AAP knowledge management and RO coordination with HQ structures on institutional AAP strategy and policy direction
Duration of Contract:ย ย The duration will be determined on a need basis and a contract for the consultant will be raised for the period in which he/she is needed.
Duty Travel: Travel should only be undertaken if it is essential for the completion of a deliverable and cannot be achieved remotely or from the UNICEF Regional Office premises.
If travel is required for specific assignments, it must be agreed upon with the hiring unit in advance. UNICEF will cover travel-related costs for approved assignments.
To qualify as an advocate for every child you will haveโฆ
โข Advanced university degree in social sciences or humanities
โข At least 8 years of professional experience in humanitarian action and emergency preparedness and response, AAP, Humanitarian Partnerships and DRR โ experience at the field, country and regional office level an asset
โข Strong experience working with a mixed audience of UN staff, NGOs/CSO, national governments, and intergovernmental partnerships
โข Previous experience providing technical support in at least one of the following areas: emergency preparedness, emergency response, humanitarian information management, accountability to affected populations, disaster risk reduction, resource mobilization and partnerships in humanitarian contexts; private sector engagement
โข Demonstrated skills in professional high-quality writing in English
โข Experience working in the Asia-Pacific region

Individuals engaged under a consultancy or individual contract will not be considered โstaff membersโ under the Staff Regulations and Rules of the United Nations and UNICEFโs policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.ย
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.ย
