DUTIES AND RESPONSIBILITIES

Following the approval of the Roadmap on the Implementation of Quality Management Systems for Climate Services by the WMO Services Commission in October 2022 and the conduct of 5 online Management Systems Auditing training workshops and 1 Lead Auditor training workshop, it is planned to organize an online Workshop for Internal Auditor and Quality Management System (QMS) training in 2024 for a maximum of 20 participants from National Meteorological and Hydrological Services (NMHSs) in Regional Association for Asia (RA-II) and a second workshop for approximately 5 nominated experts from the NMHS of Haiti in February 2025.

Under the supervision of the senior scientific officer, WMO is seeking two QMS Specialist Trainers as consultants with the following roles:
1. Quality Management Systems Auditing Specialist;

2. Quality Management Systems Development/Implementation Specialist.

The consultants shall provide the following output for participants:
1. ISO 9001 Demystified training (2-3 hours in one day) for the selected staff from NMHSs in RA-II and a second demystified training for the NMHS of Haiti;

2. One Internal Auditor training workshop and associated training materials and resources to NMHSs from RA-II over 5 days and a second workshop for 5 days for the NMHS of Haiti in February 2025;

3. Development of a training program in collaboration with an accredited training institute, which will be selected to complement the course;

4. The development and provision of meteorological/climatological tailored training materials as exercise/case studies to support the auditor training;

5. Provide an assessment matrix post the Internal Auditor course, to ascertain which participants would be offered a place on the Lead Auditor Course, in future;

6. Carry out other relevant duties as required.
QUALIFICATIONS
Education
Tertiary education in business management, leadership, administration, corporate governance, environment and natural science, meteorology, or a similar field.
Experience
- 15 years or more professional practical experience at a senior level, as a Lead QMS auditor.

- An in-depth knowledge, appreciation and extensive experience in the development of Quality Management Systems (QMS). In particular, experience in working with NMHSs in developing countries to assist them in the development and implementation of a QMS within an ISO 9001 framework to achieve certification of compliance with ISO 9001.
Other requirements
- Excellent knowledge of the WMO-No.1100 Guide to the Implementation of Quality Management Systems for National Meteorological and Hydrological Services.

- The demonstratable ability to produce high-level analytical reports, briefs, and presentations.

- Good knowledge of the Checklist for Climate Services implementation.

- Ability to work collaboratively in a multicultural environment.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
