BACKGROUND
The consultancy is part of the implementation of the ENANDES+ project: Building Regional Adaptive Capacity and Resilience to Climate Variability and Change in Vulnerable Sectors in the Andes, a contribution to scaling up the ongoing ENANDES project.
The project aims to strengthen climate resilience in selected Andean countries by increasing the countries' capacity to provide weather, water and climate (WWC) services in support of improved climate-related socio-economic outcomes and reduced losses associated with hydro-meteorological hazards.
A mid-term project evaluation is requested to assess the project's status and performance, with the goal of identifying areas of improvement and enhancing implementation of both the ENANDES and ENANDES+ Project, financed by the Adaptation Fund and SDC, respectively. The involved countries are: Peru, Chile, Colombia, Ecuador, Argentina and Bolivia.
DUTIES AND RESPONSIBILITIES
This service will be structured, but no limited, by the following activities:
- Desk Review: Analyse project reports, monitoring tools, reports of the steering committee, the virtual library and any other materials that may be considered useful for the evidence-based assessment approach.
- Propose Evaluation Plan: Develop outlines and methodologies for an โend of phase evaluationโ, ensuring alignment with Adaptation Fund, SDC and UN standards.
- Design data collection tools: Create interview and survey tools, submit for feedback, and conduct meetings/focus groups to gather data.
- Conduct Interviews: Systematically interview project staff, implementing partners, consultants, and relevant service users in the involved countries.
- Develop Deliverables: Prepare the required reports and outputs as specified.
- Create Presentation: Summarize the mid-term report using PowerPoint, Canva, or similar tools.
DELIVERABLES
To plan and organise the mid-term evaluation process, the following deliverables are proposed:
1) Inception Report: Defining the conceptual framework, data collection approach, evaluation methodology, work plan, report outline, and list of stakeholders.
2) Midterm Evaluation Report: A max 50-page report (in English and Spanish) with a 3โ4-page executive summary, tailored to the ENANDES brand manual, including:
- Evaluation purpose and scope.
- Methodology and limitations.
- Progress with indicators, baseline confirmation, regional cooperation and necessary adjustments.
- Progress in knowledge management (generation and transfer) through south-south cooperation across the โNUREXโ mechanism.
- Key findings, lessons learned, and scalability recommendations.
- Recommendations for project monitoring, evaluation, communication, implementation, regional collaboration.
- Guidelines for the final evaluation, including timeline and stakeholders.
- Recommendation for further developments.
3) Summary presentation: A max 5-page summary tailored for decision-makers, national authorities, and implementing partners.
QUALIFICATIONS
Education
Master's degree in natural sciences, preferably in meteorology, hydrology, climate sciences, or related fields.
Training in project management and/or evaluation related areas.
Experience
A minimum of 10 years of experience in the design, management and evaluation of development projects (results-based management) in South American countries.
Specific experience of 5 years in regional projects evaluation (LAC region) in fields related to Weather, Water and Climate (WWC).
Experience in designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports.
Other requirements
Acceptance of the UN code of conduct for evaluators.
Project evaluation/review experience within the United Nations System.
Experience in gender and environment sensitive evaluation and demonstrated understanding of issues related to gender is an asset.
Languages
Fluency in Spanish and English language, both spoken and written.

The consultancy duration is 80 days over a 4-month period, with a total estimated cost of 50.000 CHF (30.000 as remuneration to the consultant + 20.000 for logistics/missions).
