DUTIES AND RESPONSIBILITIES
In coordination with Ugandaโs Department of Meteorological Services (DMS) under the Ministry of Water and Environment (MWE), the consultant will undertake the following tasks in support of finalizing and launching the Weather Information Dissemination System (WIDS), and the associated technological solutions:
Task 1: TECHNICAL REVIEW AND VALIDATION
1. Build on any previous work done at DMS-Uganda with developing their system architecture, hosting and source code.
2. Conduct a rapid assessment of the WIDS mobile, USSD, and web systems to determine outstanding issues and technical gaps.
3. Facilitate stakeholder validation sessions to gather feedback on usability, data integrity, and functionality.
Task 2: SYSTEM FINALIZATION AND INTEGRATION
1. Address identified validation feedback across mobile and web components.
2. Finalize hosting configuration, security measures, and data backup mechanisms.
Integrate the payment gateway and product costing model.
3. Update the USSD-based application and ensure interoperability with the main system.
Task 3: TESTING, DEPLOYMENT, AND TRAINING
1. Conduct system testing and user acceptance testing (UAT) for all components.
2. Prepare and submit all documentation for publishing the mobile application on Google Play and iOS App Store.
3. Deliver training for DMS forecasters and ICT officers on system operation, maintenance, and content updating.
Task 4: LAUNCH AND SUSTAINABILITY SUPPORT
1. Support organization of the official WIDS launch event in collaboration with MWEโDMS and WMO.
2. Develop an institutional handover and sustainability framework, including a maintenance plan, roles, and funding recommendations.
3. Provide 30-day post-launch technical support and troubleshooting.
MAIN DELIVERABLES
The consultant is expected to deliver the following deliverables:
D.1 โ Inception Report: Outlining the technical assessment, methodology, and detailed work plan for completing and launching the WIDS platform.
D.2 โ Validated WIDS System: Documentation of validation sessions, user feedback, and applied corrections to the USSD, mobile, and web applications.
D.3 โ Finalized and Integrated Platform: Fully functional web, mobile, and USSD applications with integrated payment gateway and hosting configuration.
D.4 โ Launch Support Package: Completion of pre-launch testing, successful deployment of the system (mobile and web), and facilitation of the official launch event.
D.5 โ Sustainability and Handover Framework: Comprehensive plan for institutional ownership, capacity development, maintenance, and cost-recovery strategy, accompanied by the Final Report.
QUALIFICATIONS
Education
Advanced degree (Masterโs or equivalent) in Computer Science, Information Systems, ICT for Development, Meteorology, or related disciplines.
Experience
At least seven (7) years of experience in ICT or digital platform development, particularly mobile/web applications for weather, climate, or environmental services.
Demonstrated experience with app deployment, API integration, cloud hosting, and system security.
Experience working with government or donor-funded projects in Africa.
Experience developing or managing information dissemination systems for meteorological institutions is highly desirable.
Other requirements
Willingness to travel nationally for stakeholder workshops and launch.
Excellent coordination, documentation, and communication skills.
Knowledge of UN/WMO/NMHS data and ICT security standards is an advantage.
Acceptance of the UN code of conduct for evaluators.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
