DUTIES AND RESPONSIBILITIES
To remain up-to-date and aligned with the wider UN system, WMO is requesting the services of an experienced HR professional to enhance the existing HR strategy and to propose a core competency framework for WMO.
The consultant is requested to identify gaps in the existing HR strategy and propose relevant updates especially in the areas of staff well-being, gender, diversity and inclusion (GDI), career development, learning and training. Furthermore, the consultant is requested to develop a framework of core competencies applicable to the WMO context and to make proposals for its phased integration in the HR policy framework of WMO. The incumbent will:
a) Review the existing HR strategy of WMO and identify areas for update and revision;
b) Analyse the specific external and internal context in which the WMO HR function operates to ensure that the proposed strategy revisions and competency framework are relevant for WMO;
c) Based on an analysis of the HR strategies of other UN common system organizations, propose relevant updates to the strategy of WMO;
d) Based on a review of competency frameworks of other UN common system organizations and the analysis of the specific context of a small technical organization such as WMO, propose a framework of core competencies for WMO;
e) Pilot test the competencies framework with a sample of targeted staff to gather feedback and validate its effectiveness;
f) Develop a draft competency framework, solicit feedback from stakeholders, and finalize the revised draft. The revised framework should include the identified competencies, behavioral indicators, and proficiency levels required for each competency. The framework should be adaptable to different roles and levels within WMO;
g) Propose an action plan for the operationalization of the updated HR strategy;
f) Propose a road map for the integration of the competency framework into the various areas of HR such as the staff selection system, the performance management framework, and others. QUALIFICATIONS
Experience
- Extensive experience (at least 15 years) in the HR function of a UN common system organization, preferably at the leadership level. Prior involvement in the development of HR strategies and competency frameworks is required.
- Proven track record in HR policy development and implementation.
- Excellent ability for analysis and clear and concise writing skills.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.
