At the 17th CREWS Steering Committee, the Members decided that the Secretariat, with guidance from the Trustee, will initiate the development of a draft CREWS Accreditation Framework for Additional Implementing Partners. The Secretariat is invited to circulate to the Steering Committee for review and approval, a costed plan, with a timeline, and Terms of Reference for a consultant, for the development of the Accreditation Framework, within three weeks of the Inter-sessional meeting.

Expanding the number of Implementing Partners for the CREWS FIF to MDBs and UN agencies, in principle, is possible. To achieve this, the Steering Committee would need to develop an accreditation framework and obtain the Trustee's approval.

ACCOUNTABILITIES/RESPONSIBILITIES:

In light of the above background, CREWS is looking for two senior consultants to advise and lead in the development of a CREWS Accreditation Framework for Implementing Partners, aligned with the Bank's Guidance on Accreditation Framework for Implementing Entities under Financial Intermediary Funds and under the overall guidance of the CREWS Steering Committee.

Under the overall supervision of the CREWS Chair and direct supervision from the Head of the CREWS Secretariat and guidance from the CREWS Trustee, the consultant will be required to develop the CREWS Accreditation Framework for Implementing Partners.
The process will entail:
(a) Review, analysis and documentation of current practices in various Financial Intermediary Funds administered by the World Bank such as the Pandemic Emergency Fund (PEF); Global Infrastructure Facility (GIF) and others, that have a similar scale as CREWS;

(b) Develop the accreditation framework aligned with the CREWS Governance Document, Financial Intermediary Fund Management Framework document, dated July 16, 2019 and the World Bank's FIF Directive, Procedure, and Guidance documents issued in 2021 that govern all activities of FIFs, including accreditation of implementing entities; transaction costs or constraints associated with it and also in consultation with the Secretariat;

(c) Finalize the accreditation framework following feedback from the CREWS Steering Committee and help with its implementation, as needed.

DELIVERABLES AT THE END OF THE CONTRACT:

The main product will be the CREWS Accreditation Framework for Implementing Partners for review and endorsement of the CREWS Steering Committee.

Deliverable 1: Inception Report (2-5 pages) that captures initial reviews of documents, meetings with the Secretariat and the Trustee, outline of the workplan to produce the CREWS accreditation framework.

Deliverable 2: Draft Accreditation Framework (maximum 25 pages) in alignment with recognized best practices that includes clearly articulated goals and objectives; the accreditation criteria and processes; description of the process, standards and safeguards.

Deliverable 3: Final Draft Accreditation Framework for review and approval of the CREWS Steering Committee.

QUALIFICATIONS
Education
An advanced university degree in economics, finance, international development.
Experience
1. At least 10 years of professional experience in international development and cooperation.

2. At least 10 years of practical experience in climate financing particularly in LDCs and SIDS.

3. Previous experience in developing process and frameworks for accreditation of implementing entities/partners for climate financing mechanisms.

4. Excellent skills and track record in producing high-quality reports, reviews, assessments, using several sources of information.

5. Excellent skills and track record in facilitating consultations both at strategic and technical levels.

Other requirements
Knowledge and experience with CREWS is an asset.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
