DUTIES AND RESPONSIBILITIES
OceanOPS is renewing its five-year Strategic Plan (see www.ocean-ops.org/strategy) through a process involving multiple stakeholders and surveys, for approval by OceanOPS key stakeholders (UNESCOs Intergovernmental Oceanographic Commission (IOC), the World meteorological Organization (WMO) and the GOOS Observations Coordination Group (OCG).
As a part of this work, this SSA covers a structured stakeholder interview process, the results of which will feed into a retreat/strategy workshop.
It is expected the incumbent will perform the following duties over a period of a maximum of 6 months 02/2026-07/2026:
1. Review draft questions and stakeholder list for the interview process, review input from initial OceanOPS Team 5 Year Strategic Plan discussions and background material (M1).
2. Conduct a survey of 20 OceanOPS stakeholders through structured interviews of one hour duration each and provide a synthesized report (M1-M2).
3. Participate in a two-day retreat/workshop, to be further defined, for discussion of the findings of the interviews with IOC, WMO, OceanOPS team and some OCG members (M2-M3).
4. Prepare the report to the OCG at its 17th session on synthesis, findings and provide initial recommendations for the SP (M4 โ May 2026).
5. To coordinate these activities, participate in monthly calls with OceanOPS (M1-M2-M3-M4-M5-M6).
6. Final Deliverable: Draft OceanOPS 2026-30 Strategic Plan (M6).

1. Travel to Brest in March/April 2026
QUALIFICATIONS
Education
Masterโs degree in meteorology, or ocean science or equivalent.
Experience
Long experience in the field of oceanography and marine meteorology, and global ocean observing systems.
Other requirements
Knowledge of OceanOPS services to observing system operators and GOOS governance, and possibly of WMO data and metadata standards.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
