Project Context and ScopeUnder the overall supervision of the Diaspora Engagement Focal Point at the Sub-Office and the technical guidance of IOM Engineers, the Technical Consultant will assist the Senior Project Assistant (Engineer) in the implementation of the Bahay Matibay (BM) and Tahanang Ligtas (TL) shelter retrofitting / rebuilding, including but not limited to conducting site and shelter assessments to the prospect beneficiaries; recommending qualified beneficiaries for loan availment; preparing engineering design, scope of works, bill of quantities for the MFIโs reference for loan amounts to be disbursed; constant monitoring and construction support to ensure project completion; and preparation of reports on the progress of the beneficiariesโ shelter retrofitting / rebuilding works.ย
ย Organizational Department / Unit to which the Consultant is contributingย This IOM consultancy is primarily contributing to the attainment of shelter retrofitting / rebuilding works of the beneficiaries under the โA Diaspora-guaranteed Microfinance Model for Resilient Sheltersโ Project. Secondarily, this consultancy is contributing to IOMโs transfer of knowledge on these good practices that allow communities to recover faster from disasters and be better able to withstand future climate shocks, making the investment and construction more sustainable. Tasks to be performed under this contractThe Technical Consultant will report to the Diaspora Engagement Focal Point, under the guidance of the Head of Sub-Office in Legazpi. The Technical Consultant is expected to work on a daily basis: mostly fieldwork in the areas where the Bahay Matibay & Tahanang Ligtas loan members are located, and in close coordination with the project team and the MFI partners. The Technical Consultant will also need to perform documentary works in the office, and to organize, facilitate, and attend both in-person and online meetings/activities at the duty station. Duty travel may also be required. Guided by the BM and TL Loan Manuals, responsibilities include:ย
a)ย ย ย ย Conduct Technical Assessmentsย
- Visit sites and evaluate shelter location and condition for beneficiaries, based on existing technical assessment forms.
- Assess vulnerabilities and recommend retrofitting or rebuilding based on safety, sustainability, and local context.
b)ย ย ย ย Design and Material Guidance
- Review and validate shelter designs and materials, ensuring BBS and DRR compliance.
- Prepare Sketch Plans, Scope of Works (SOW) and Bills of Quantities (BOQ).
c)ย ย ย ย Implementation Support and Monitoring
- Supervise construction, monitor quality, and ensure adherence to specifications and safety standards, utilizing the construction monitoring forms.
- Provide on-site corrective advice and document deviations and mitigations.
d)ย ย ย ย Capacity Building and Technical Support
- Supply technical input during IOM trainings for MFIs, beneficiaries, and community members on safe construction.
- Provide virtual and on-call guidance throughout the loan cycle to MFIs and beneficiaries through established group chats.
- Coordinate with partners to build community capacity in monitoring safe shelter construction.
e)ย ย ย ย Documentation and Reporting
- Prepare technical progress reports with photos, findings, and recommendations.
- Document good practices and lessons learned from diaspora-guaranteed shelter reconstruction.
- Provide periodic updates during meetings with project team

ย Education/ Experience / Skills- University degree in Civil Engineering, Architecture, Structural Engineering or a related field is required. Professional license in any of these fields is an advantage.
- Minimum of 5 years of relevant professional experience in shelter programming, infrastructure projects, or humanitarian construction, preferably in post-disaster or low-resource contexts.
- Demonstrated expertise in safe shelter construction, retrofitting.
- Proven experience in applying Build Better and Safer (BBS) and Disaster Risk Reduction (DRR) principles in shelter or community infrastructure projects.
- Experience working with community-based or demand-driven shelter interventions, including technical support to beneficiaries or local builders.
- Knowledge of the Philippine context, particularly the National Building Code, hazard profiles, and regulatory frameworks, is highly desirable.
- Strong interpersonal and communication skills, with the ability to work across multidisciplinary teams and engage with MFIs, community members, and implementing partners.
- Excellent organizational, report writing, and problem-solving abilities.ย
- Professional fluency in English, Filipino and Bicol dialects is required

- The consultant is expected to conduct periodic field visits to project sites in Bicol to carry out technical assessments, monitor shelter construction activities, and engage with beneficiaries and implementing partners. Travel will be coordinated in consultation with the project team and will adhere to IOMโs travel policies and safety protocols.
