Project Context and Scope
The โ€œEU4Migration in Albaniaโ€ project is a 48-month intervention that aims to support the implementation of effective, efficient, and EU-aligned border and migration management systems in Albania. The project is embedded in the strategic objective of the National Strategy on Migration (NSM) in achieving effective migration governance to address challenges and enhance migrationโ€™s positive impact on development for the benefit of migrants and society. It also supports the GoA's 2023 commitment to improve the quality of asylum decision-making and decentralize procedures at the local level. ย  Outcome 2 of the project, โ€œAuthorities in Albania have strengthened technical and operational capacities to manage migration and asylum in accordance with international and EU standardsโ€, envisions direct contribution to the National Strategy of Migration objective 4.2.3 โ€œSpecial protection for unaccompanied refugees and migrant childrenโ€ by supporting major infrastructure, equipment, governance and operational improvements for the provision of protection-sensitive reception assistance to unaccompanied and separated children (UASC) in Albania (Output 2.3).ย  ย  More specifically, the project will support the (re)construction and furnishing of a national reception center for UASC in Tirana which will serve migrant children. The Ministry of Interior (MoI) has already identified the area of infrastructure intervention with an aimed capacity of 21 to 24 children. The UASC infrastructure will be compliant to all related standards and eco-friendly standards will be ensured through the instalment of photovoltaic systems. ย  Organizational Department / Unit to which the Consultant is contributing

Experience Experience of at least 15 years in civil engineering in the field of construction, reconstruction or refurbishment. Experience in the design, construction, supervision, of EU-funded infrastructure projects following standards and regulations of Albania and EU (EN Eurocode) is an asset. Experience with EUAA reception facility standards and recommendations is considered an asset. Experience in providing consultancy services for other international organization is considered an asset. Skills Excellent communication and reporting-writing skills in Englishย and Albanian. High-level technical/professional knowledge and skills, attention to detail and accuracy and analytical thinking. Be capable to propose swift and effective solutions to challenges faced within infrastructure work.
