Project Context and Scope ย 

The International Organization for Migration (IOM)โ€™s health program in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) aims at strengthening the resilience and responsiveness of the regionโ€™s health system and improving access to healthcare, as part of the organizationโ€™s strategy to alleviate the driver of unwanted migration and to reduce health-related risks during displacements and migration cycle. IOM has implemented various health-related projects that contributed to better health outcomes in the BARMM.ย ย 

IOMโ€™s project โ€œBuilding Resilience through Inclusive Governance Healthcare Transformation in BARMM (BRIGHT-BARMM), funded by Korea International Cooperation Agency (KOICA), aims to enhance the local capacity of Ministry of Health (MOH) and its provinces and cities/municipalities, to pursue key and cross-cutting reforms in health systems. It will strengthen Health Systems (HS), particularly in areas of health governance and leadership, financing, and data and information, to provide a more conducive setting for implementing Safe Motherhood (SM), Adolescent Reproductive Health (ARH), and Global Health Security (GHS) programs.ย ย 

One of the focuses of the GHS component is to strengthen the BARMMโ€™s regional and provincial health emergency and disaster response, coordination, and management. IOM will equip and enhance Emergency Operations Center (OpCEN); provide technical assistance and training to frontline workers on maintaining and running OpCEN; and, assist in embedding OpCEN establishment and management to local disaster response and management plans, reinforcing harmonized approach to health-related emergencies in line with global and national standards. IOM will hence engage an expert on Public Health Emergency Operations to conduct a technical needs assessment that will inform these initiatives.ย ย ย ย 

Under the overall guidance of the Head of Sub-Office in Cotabato City, direct supervision of the National Health Programme Coordinator, and in collaboration with the technical leads, the successful candidate will produce analysis paper, including the assessment results and recommendations to enhance health emergency and disaster response, coordination, and management, and provide technical guidance to the BRIGHT-BARMM project.ย 

The objective of this consultancy is to map out resources and assess the current capacity of health emergency operations in BARMM at the regional and local levels. This includes reviewing operational plans and procedures, physical structure, ICT infrastructure, information systems and data standards, and other features of OpCEN. It will also evaluate the availability of human resources and their competency to maintain and execute essential functions of OpCEN, including efficient and timely coordination with agencies, response, information sharing, reporting, logistics, admin, and finance.ย

Second deliverable โ€“ OpCEN design, procedures, equipment specifications, operations, staffing models and information system recommendation report explicitly developed for the MOH and Basilan, Sulu, and Tawi-Tawi context with consultations from MOH and other key partners - Deliverable by email by 15 December 2025 (30% of overall contract value)ย 

Final deliverable โ€“ Guidance session design and tools for government counterparts and technical guidance note for IOM staff to guide on DRRM-H and OpCEN support and activities; Final Report submissionโ€“ Third and Final instalment payment - Deliverable by email by 09 January 2026 (30% of overall contract value)ย ย Performance indicators for the evaluation of results

Percentage of task completion specified in the ToR based on supervisorsโ€™ performance evaluation. Education, Experience and/or skills requiredย 

Masterโ€™s or Higher degree in Public Health, Emergency/ Disaster Management, Health Systems/Operations, Biomedical or Systems Engineering, or any related field from an accredited academic institution with ten years of relevant professional experience.ย ย Advanced knowledge and proven experience in public health, health emergencies such as DRRM-H, PHEOC design and operations, OpCEN establishment, and health systems frameworks.ย Demonstrated experience with OpCEN establishment and management, Incident Command System (ICS), multi-agency emergency coordination, emergency logistics, and public health information flows.ย Experience working in complex health system environments, preferably in the Philippines or similar contexts, and strong understanding of DOHโ€™s standards on OpCEN, Health Emergency Management, DRRM-H policies and frameworks, and other international standards are desirable.ย Prior working experience with the International Organization, UN, Development Organization, National, and BARMM government is highly desirable.ย Familiarity with the issues, policies, structure, and context of the Global and Philippines on public health is a must.ย Strong analytical, communication, and training skills are required to build capacity among health staff at various system levels effectively. ย 

Languages
